As part of a major, strategically vital international Greenfield infrastructure project (a joint venture supported by leading international investors and operators), we are seeking an experienced and drive-oriented HR Business Partner (HRBP).
The project is currently in an active development and construction phase, moving towards operational readiness. We are looking for an HR professional capable of building HR processes from scratch, driving high-volume technical recruitment, and providing end-to-end HR support for construction, technical, and executive teams.
Requirements:
- Education: Bachelor’s degree in HR, Business, or related fields. CIPD/SHRM is a plus.
- Experience: 5–7+ years as an HRBP/HR Generalist in large infrastructure, construction, or Greenfield projects.
Key Skills & Expertise:
- Proven track record in rapid, high-volume recruitment for technical and site roles.
- Hands-on experience in expat management (visas, work permits, relocation).
- Strong knowledge of Uzbekistan Labor Code and experience building HR policies/SOPs from scratch.
- Languages: English: Advanced/Fluent (C1+) — required. Russian: Fluent/Native — mandatory. Uzbek is a strong advantage.
Key Responsibilities:
- Lead recruitment for construction, engineering, and technical departments in line with the project master schedule.
- Manage high-volume and rapid hiring for site and technical roles, including EPC/PMC interface positions.
- Coordinate with recruitment agencies, plan mobilization/demobilization cycles, and track time-to-fill metrics.
- Oversee the full lifecycle of international assignees (expats), including visa processing, work permits, relocation logistics, and cultural integration.
- Serve as the primary HR contact for expats, handling housing, family relocation, and onboarding needs.
- Design and implement structured onboarding programs for a multicultural workforce.
- Coordinate site-specific HSE orientations and role-based onboarding for technical and site personnel.
- Draft, roll out, and maintain Standard Operating Procedures (SOPs) and HR policies (Recruitment, Onboarding, Performance Management, Employee Relations) from scratch.
- Ensure full compliance with Uzbekistan Labor Law and international corporate governance standards.
- Partner with department heads on organizational design, headcount planning, and resource scaling.
- Support the implementation of grading systems, compensation & benefits frameworks, and performance appraisal cycles.
