📢 We’re Hiring: HR Operations Manager
📍 Location: Samarkand, Uzbekistan

As our business continues to scale and integrate into a large multinational group, we are looking for a strategic, data-driven, and people-focused HR Operations Manager.
This is a key leadership role with end-to-end responsibility for HR operations—from payroll, administration, and employee relations to organizational design, total rewards, workforce planning, HR digitalization, and analytics.
You will work closely with executive leadership to build effective HR systems, ensure compliance, strengthen employee relations, and support sustainable business growth.
Responsibilities:
- Manage the full employee lifecycle, including onboarding, transfers, promotions, and offboarding.
- Oversee personnel administration, employment documentation, employee records, and internal HR policies.
- Ensure compliance with local labor legislation, statutory requirements, and corporate governance standards.
- Handle complex employee relations matters, workplace conflicts, grievances, and disciplinary cases.
- Manage industrial relations, including trade union relations, collective bargaining agreements, and labor negotiations where applicable.
- Oversee accurate and timely monthly payroll processing for approximately 1,500 employees.
- Ensure the correct calculation of salaries, overtime, shift differentials, bonuses, deductions, taxes, and statutory contributions.
- Develop and maintain compensation and benefits programs, including salary structures, grading systems, incentive schemes, healthcare, and other employee benefits.
- Conduct salary benchmarking and provide recommendations on compensation and reward strategies.
- Support organizational design, restructuring, workforce planning, and optimization of roles and reporting lines.
- Manage headcount planning and identify opportunities to improve organizational efficiency and control personnel costs.
- Lead the implementation, maintenance, and continuous improvement of HRIS and other HR technology solutions.
- Automate HR processes, improve data integrity, and develop employee and manager self-service tools.
- Lead the annual personnel and HR operational budgeting process.
- Prepare headcount forecasts, personnel cost projections, compensation models, and variance analyses.
- Develop HR reports and dashboards, monitor key HR metrics, and provide data-driven insights to senior management.
Requirements: - Bachelor’s degree in Human Resources, Business Administration, Finance, Economics, or a related field.
- At least 8–10 years of progressive HR experience, including experience in an HR leadership or HR Operations management role.
- Proven experience in HR Operations, personnel administration, payroll, compensation and benefits, and employee relations.
- Experience in industrial relations, trade union relations, collective bargaining, and labor negotiations is highly desirable.
- Strong knowledge of local labor legislation, statutory requirements, payroll regulations, and HR compliance standards.
- Experience managing payroll for a large workforce, preferably in a complex or multi-shift business environment.
- Hands-on experience with HRIS and enterprise systems such as 1C, SAP, or SuccessFactors.
- Advanced proficiency in Microsoft Excel, including reporting, data analysis, budgeting, forecasting, and compensation modeling.
- Strong financial acumen and practical experience in headcount budgeting and personnel cost management.
- Experience in HR digitalization, process automation, or HRIS implementation projects.
- Strong analytical, organizational, leadership, and problem-solving skills.
- Excellent communication, negotiation, conflict-resolution, and stakeholder-management skills.
- Proactive, structured, and hands-on approach with the ability to work effectively in a fast-changing business environment.
- Fluency in Russian and English.
- Knowledge of Uzbek is highly preferred.
- Knowledge of Turkish will be considered a strong advantage.
