Assistant Business Development Manager

Location: Tashkent, Uzbekistan Company: Liaison Office of a General Trading & Investment Company Projects: Wind Power, Hospitals, Schools, Airports, and other social infrastructure projects

About Us
We are the local office of an international trading and infrastructure development company engaged in developing large-scale public and private sector projects across Uzbekistan. Our project pipeline spans the energy, healthcare, education, transport, and utilities sectors. We work closely with ministries, government agencies, partners, multilaterals, and financial institutions to bring strategic national projects from concept to implementation. To support our expanding mandate, we are seeking Assistant Business Development Manager with strong coordination, documentation, and stakeholder-management skills.

Role Summary
The Assistant Business Development Manager will support the BD Lead in managing project pipelines, preparing tender submissions, coordinating with ministries, partners, vendors, and financing stakeholders, and ensuring smooth daily execution of project development activities.

Key Responsibilities
1. Stakeholder Coordination (Government, Partners, Vendors)
• Support regular follow-ups with working level of government entities (MIIT, MoEF, MOH, MoE, MoT, NEGU, and others) to track progress and gather information.
• Day-to-day coordination with local counterparties, vendors, and consultants to ensure timely responses and smooth workflow.
• Arrange and schedule meetings, prepare accurate meeting minutes and distribute them internally and follow up on action items.
• Manage communications and expectations to keep all parties aligned and updated.
2. Pipeline & Workflow Management
•Maintain a structured, centralized project pipeline tracker covering all ongoing and upcoming projects, deliverables, deadlines, and responsibilities.
• Track progress internally with HQ relevant departments and Regional office to follow up on pending items, and escalate delays when necessary.
• Support preparation of internal reporting materials, project briefs, and presentation decks for senior management and HQ.
3. Tender & Documentation Support (PQ / RFQ / RFP – PPP & Infrastructure)
• Support preparation of PQ/RFQ/RFP submission packages for schools, hospitals, and other PPP/infrastructure tenders.
• Coordinate closely with tender advisors, ministries and related tender stakeholders to gather required documents and clarifications.
• Prepare, translate, and quality-check documentation.
4. Market Intelligence & Information Gathering
• Monitor sector developments, new tenders, policy announcements, and early-stage opportunities across energy, healthcare, schools, transportation, and PPP sectors.
• Attend seminars, investment forums, government briefings, and industry events to collect updates and intelligence.
• Conduct regular catchups with developers, ministries, EPCs, IFIs, and consultants to maintain visibility on emerging opportunities.
Qualifications
• Bachelor’s degree in business, Economics, Engineering, Public Policy, or related fields.
• At least 5 years of experience in business development, project coordination, consulting, or government relations.
• Experience in PPPs, tender processes, or IFI-supported projects preferred.
• Strong communication skills in English and Uzbek/Russian; Japanese capability is a significant advantage.
• Excellent organizational skills and ability to manage multiple tasks with strong attention to detail.
• Proficiency in Microsoft Office (Excel, PowerPoint, Word).
•Self-driven, structured, and proactive, with the ability to coordinate effectively with senior government officials and international partners.
