Bonded Warehouse Planning & Construction: Lead the end-to-end planning and implementation of a bonded warehouse in Kazakhstan from scratch, including capacity design, functional zoning, and workflow layout, ensuring it meets vehicle storage and transit requirements.
Full-Cycle Warehouse Operations Management: Establish SOPs and operational standards for the entire warehouse process — receiving, storage, dispatching, inventory counting, and quality inspection — to ensure operational quality and efficiency.
Supplier Management & Coordination: Participate in the tender selection, performance evaluation, and day-to-day management of bonded warehouse service providers, ensuring operational KPIs are met and costs are kept under control.
Logistics Planning & Capacity Optimization: Develop warehousing and logistics plans based on sales forecasts and delivery targets; optimize storage utilization and turnover efficiency to minimize inventory occupancy and operational costs.
Bonded Compliance Management: Familiar with Kazakhstan's customs bonded warehouse regulatory requirements; ensure warehouse operations comply with local bonded regulations, and handle customs declarations and cargo supervision compliance matters.
Transport-Warehouse Integration: Coordinate the handoff between the bonded warehouse and transport providers (sea, rail, and road), ensuring timely inbound, transit, and outbound of vehicles.
Systems & Digitalization: Support the optimization and iteration of the bonded warehouse WMS system, enabling inventory visualization and data-driven operations management.
Cost Control & Continuous Improvement: Capable of building warehouse operation cost models, continuously identifying cost-saving opportunities, and driving operational efficiency improvements.
Requirements:
6+ years of warehouse management experience with hands-on experience across multiple product categories; bonded warehouse or customs-supervised warehouse experience preferred.
Thorough understanding of the full bonded warehouse process — practical experience in receiving inspection, in-warehouse maintenance, dispatch coordination, customs declaration, and inventory reconciliation.
Strong supplier management skills — proven experience in service provider tendering, contract negotiation, and performance evaluation, with the ability to coordinate resources across multiple stakeholders.
Logistics planning capability — experience in capacity planning and logistics plan development, with the ability to dynamically adjust warehousing resources based on business needs.
Overseas warehouse management experience required; experience in the CIS region preferred.
Strong communication and coordination skills with the ability to collaborate cross-functionally (customs, transportation, sales).
Degree in Logistics Management, Supply Chain Management, International Trade, or a related field preferred.
Proficiency in English as a working language is required.
