Responsibilities - Monitor business opportunities at selected resources to identify potential projects where ILF can add value.
- Prepare prequalification and proposal documents in cooperation with our technical departments.
- Deliver compliant, professionally produced quality proposals within client defined timeframes.
- Communicate and influence at a senior level the key messages and decision making structures.
- Assist in contracts preparation and analysis.
- Document and file all proposal related correspondence and data.
- Responsible for the commercial proposal including contractual comments, proposal compilation and submission.
- Input to general and commercial proposal elements.
- Update proposal and tender reporting systems regularly.
- Screen and identify PMC, engineering and design bidding opportunities in Kazakhstan.
- Support Company management to develop and update market analysis.
- Prepare proposals and tender documentation and follow-up the results.
- Analyze client cost methodologies, estimates and advise on opportunities for improvement.
- Evaluate of client’s technical and commercial requests for proposal (RFP’s), including cost breakdown, contract unit rates, project schedules, manpower loading and equipment resources.
- Create, maintain, and distribute proposal management tools for team including proposal timeline, execution status, issues decisions and risks log, proposal tracking, compliance matrix and list of statics.
- Analyze RFPs, Requests for Information (RFIs), and other solicitations to identify all requirements, deadlines, and evaluation criteria.
- Participate in the development of the proposal strategy, structure and format, win strategies, competitive analysis, requirement and compliance matrices, and proposal presentation.
- Maintain proposal SharePoint sites and supporting proposal files, such as contract descriptions, standard texts and contract language.
- Participate in proposal development processes improvement projects.
- Liaise with Proposal Manager on any items within the tender that have financial and/or contractual implications
- Prepare and coordinate conferences & exhibitions participation plan annually.
Requirements - Typically requires several years of experience in proposal development, technical writing, or a related field, with a proven track record of managing proposals.
- Must have sound knowledge and understanding of technical terms and conditions.
- Familiar with all phases of Contracts.
- Awareness of compliance and audit processes.
- Ability to identify changes and improvements to the technical documentation and procedures to reflect Client’s changing requirements.
- Knowledge of computer based systems including, PRIMAVERA P6, CAD, Database Management systems or equivalent software packages.
- Excellent knowledge of Microsoft Office (Excel, Word).
- Be proactive, a self-starter and ability to work without supervision.
- Systematic thinker and good organizational skills/ time management.
- Strong personality with ability to be firm and persuasive without authority.
- Team player within and across functions.
- Sensitive to Client’s requirements and Client-focused
- Strong organizational skills and the ability to manage multiple complex projects simultaneously under pressure.
Education: Bachelor degree in engineering is minimum requirement. Master degree preferred
Language skills: Russian and English are mandatory
Kazakh is advantageous
Professional experience: Min 3 years
