KEY RESPONSIBILITIES:
- Understand, interpret, and share relevant laws related to personnel management and ensure all HR processes and actions comply with these laws
- Work in all HRIS systems (Oracle, 1C) and Enbek.kz
- Develop and implement of personnel procedures, instructions, and work standards.
- Conduct an analysis of current personnel processes and making suggestions for their improvement.
- Interaction with regulatory authorities (State Labor Inspectorate, migration authorities, statistical authorities, etc.) within their competence.
- Advise department Managers on labor legislation.
- Review current HR systems and explore, and ultimately implement, new systems based on organizational needs
- Manage the team of HR specialists
- Train, coach, and support managers to navigate hiring, transfer, discipline, termination, and other HR issues
- Collaborate with managers to update job descriptions across the company and implement a system for regular review and revision to descriptions
- Manage personnel administration, including documenting hiring, promotion, movements, status changes, terminations of national and expatriate staff
- Prepare HR reports for local bodies & head office HR
QUALIFICATIONS & REQUIREMENTS:
- Bachelor’s degree
- Minimum 4 years of HR Administration Manager/HR Business Partner/Generalist experience across a range of competencies
- Good knowledge of Labor legislation.
- HR admin procedures automation experience.
- HR admin practice on the production site.
- Proven ability to manage team of 5-10 people.
- Demonstrated experience leading HR division through strategic and transactional change
- Demonstrated initiative in determining new or modifying existing HR policies and procedures and effectively communicating them to staff
- Excellent verbal and written communications skills, including editing skills with meticulous attention to detail
- Ability to achieve goals and align interests through cooperation and collaboration with other groups and cross-functional teams, even where no direct reporting relationship exists
- Demonstrated ability to exercise sound judgment and maintain confidentiality when dealing with sensitive matters
- Experience with employee relations
- Experience with Microsoft Office programs and/or other HRIS software preferred
- English language fluency is a must
