Position Overview
We are an established, long-term business currently seeking a strategic, resilient, and highly capable Senior HR Manager. Following a recent office relocation, our organization is navigating structural changes and cultural shifts. We require an "anti-crisis" HR leader who can look beyond basic recruitment to diagnose operational bottlenecks, lower employee turnover, enforce strict Labor Code compliance, and realign our company culture.
The successful candidate will possess total authority over the HR and recruitment lifecycle, stepping in to manage established employee dynamics firmly, legally, and strategically.
Key Responsibilities
- Turnover Diagnostics & Stabilization: Identify root causes of recent staff turnover; design and execute immediate retention frameworks, onboarding protocols, and employee satisfaction initiatives.
- Labor Law & Compliance Enforcement: Oversee full compliance with the Labor Code of the Republic of Kazakhstan (LC RK) and the hr.enbek.kz portal. Establish legally airtight paper trails (Acts of Non-Performance, Reprimands) to handle cases of operational disruption, non-performance, or sick leave abuse.
- Departmental Oversight: Standardize and optimize the internal recruitment funnel. Audit ongoing hiring activities to ensure long-term retention rather than temporary gap-filling.
- Offboarding & Knowledge Transfer Management: Implement strict offboarding procedures, ensuring the statutory 30-day notice periods and Handover Acts (Акт приема-передачи) are fully executed for resigning or financially liable personnel.
- Change Management: Act as the primary strategic anchor during our current transition period, working closely with executive leadership to transition legacy employees into new operational standards.
Required Profile & Qualifications
- Experience: 10+ years of progressive HR experience, with a proven track record as an HR Generalist in mid-sized organizations (100–300 employees) in Kazakhstan.
- Crisis Management: Direct experience dealing with workplace resistance, structural restructuring, and resolving toxic employee behaviors.
- Legal Expertise: Expert knowledge of the Labor Code of the Republic of Kazakhstan (LC RK), workplace health and safety norms, and government labor audit protocols.
- Languages: Full business fluency in English, Russian and Kazakh (critical for legal documentation and employee relations).
- Personal Attributes: High emotional intelligence paired with firm boundary-setting skills; objective, data-driven, and confident reporting directly to business owners.
