Financial Management Specialist

Background

The Government of Uzbekistan, with financing from the Asian Development Bank (ADB), is implementing the STEM in Secondary Education Project to enhance the quality and inclusiveness of STEM education. The project supports three key outputs: (i) Quality of STEM education with support of technology improved; (ii) Learning environments improved; and (iii) STEM education network and capacity for inclusive learning strengthened. The Project Office (PO) under MOPSE will oversee implementation with support from national and international specialists.

The Financial Management Specialist will ensure robust financial systems and transparent fund utilization in accordance with ADB’s Loan Disbursement Handbook and the International Public Sector Accounting Standards (IPSAS). The specialist will work closely with MOPSE’s finance department and the external auditor to ensure effective financial governance. This position will report to the PO Project Manager.

Objective To establish and manage efficient financial management, budgeting, disbursement, and reporting systems, ensuring compliance with ADB and Government requirements.

Detailed Tasks

Be responsible the financial planning of project activities

Act as main liaison person with the ADB on financial issues

Cooperate closely with the PO and MOPSE, specifically the finance department

Verify and confirm financing of project activities

Support the development of financing guidelines for the project and the training of MOPSE and PO

Ensure transparency in financial issues throughout project implementation

Ensure availability of and access to financial information at every stage of project implementation

Closely cooperate with the Procurement Specialists in preparing bidding documents

Support and provide on the job training and organize financial management training workshop to the assigned PO staff responsible for finances

Perform other tasks that may reasonably be required.

Qualifications
- Bachelor’s degree or higher in Accounting, Finance, or Economics.
- Minimum 8 years of relevant financial management experience, including at least 3 years on ADB or World Bank projects or other IFIs.
- Expertise in IPSAS, IFRS, and national accounting systems.
- Proficiency in written and spoken English, Uzbek, and Russian; excellent analytical and reporting skills.
