Procurement Specialist

Background

The Government of Uzbekistan, with financing from the Asian Development Bank (ADB), is implementing the STEM in Secondary Education Project to enhance the quality and inclusiveness of STEM education. The project supports three key outputs: (i) Quality of STEM education with support of technology improved; (ii) Learning environments improved; and (iii) STEM education network and capacity for inclusive learning strengthened. The Project Office (PO) under MOPSE will oversee implementation with support from national and international specialists.

The Procurement Specialist will manage and coordinate all procurement activities in accordance with ADB Procurement Policy (2017, as amended) and national legislation. The role ensures timely, transparent, and compliant procurement of goods, works, and consulting services. This position will report to the Project Manager of PO.

B. Objective To ensure effective procurement planning, implementation, and monitoring, ensuring value for money, transparency, and full compliance with ADB procurement regulations.

C. Detailed Tasks

(i) Facilitate cooperation with the PO and MOPSE, specifically the procurement and equipment department;

(ii) Review and verify procurement plan and implementation schedule, and update procurement plan, including developing and updating procurement tracking sheet and procurement reports;

(iii) Support the development of the procurement manual for the project and the training of MOPSE and PO;

(iv) Verify and confirm equipment list per institution;

(v) Ensure availability and access to equipment maintenance, including commissioning and training as required;

(vi) Facilitate the establishment of procurement evaluation committee and any relevant guidelines for its operations;

(vii) Assist the PO, as applicable, in preparing draft bidding documents, including detailed terms of reference, for the procurement of identified equipment in accordance with provision of the SOP and Procurement Guidelines for submission to the procurement review committees;

(viii) Support and provide on the job training and organize procurement training workshop to the assigned PO staff responsible for procurement and contract administration to build their capacity and enable them to independently and carry out procurement activities by the end of the consulting assignment;

(ix) Perform other tasks that may reasonably be required.

D. Qualifications

- Bachelor’s or higher degree in Business Administration, Law, Engineering, or related field.

- At least 8 years of experience in procurement for donor-funded projects.

- Strong understanding of ADB Procurement Regulations and local procurement rules.

- Excellent organization, communication, and record-keeping skills.

- Fluency in written and spoken English, Uzbek, and Russian.
