SCOPE OF WORK
The Procurement Specialist will perform the following key tasks:
During Operation Preparation:
• Provide input for the preparation of the TA’s procurement plan and PPSD.
• Provide input to the World Bank team preparing the Fiduciary System Assessment of the Program.
Manage and support the procurement process related to the GFPP (see details below).
During Operation implementation:
• Prepare, update, and monitor the Program Procurement Plan for the Program according to the government rules and regulations (see details below).
Detailed scope of work:
Procurement Planning and Management
• Prepare and/or update, and monitor the Procurement Plans (for the GFPP, the Program and the TA). This will include processing the Procurement plans in the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) platform (for the GFPP and the TA).
• Ensure that all procurement activities comply with the World Bank Procurement Regulations, national laws, and the Program Operational Manual (POM), as applicable (for the GFPP and the TA).
• Ensure that all procurement activities comply with national rules and regulation and the OOM, as applicable (for the Program).
• Advise MoPSE and the Implementation Office on procurement strategies, methods, and contract packaging to ensure cost-effectiveness and competitiveness.
• Ensure the use of appropriate standard procurement documents (SPDs) issued or approved by the World Bank (for the GFPP and the TA).
Bidding and Evaluation
• Prepare and review bidding documents, Requests for Expressions of Interest (REOI), Requests for Quotations (RFQ), Requests for Proposals (RFP), and bid evaluation reports.
• Organize and manage tendering processes, including publication of notices, pre-bid meetings, receipt and opening of bids, evaluation, and contract award.
• Ensure fairness, transparency, and equal opportunity in all bidding processes in accordance with WB and national rules (for the GFPP, the Program and the TA as relevant).
• Maintain accurate records of procurement activities and documentation for post-review or audit by the World Bank.
Contract Management and Administration
• Draft contracts for goods, works, and consulting services using WB-approved templates (for the GFPP and the TA).
• Draft contracts for goods, works, and consulting services using national system (for the Program)
• Monitor the performance of suppliers, contractors, and consultants to ensure timely delivery and compliance with contractual terms.
• Support contract amendments, extensions, and variations in consultation with the Program Coordinator and MoPSE’s legal and technical teams.
• Maintain an updated Contract Register and monitor key contract milestones and payment schedules.
Compliance, Reporting, and Coordination
• Ensure all procurement decisions are consistent with WB and national regulations (for the GFPP, Program, TA as relevant).
• Prepare quarterly procurement progress reports summarizing key activities, challenges, and actions taken.
• Liaise with the World Bank, the Implementation Office, and other stakeholders to resolve procurement-related issues.
• Support the implementation of the Program’s Procurement Risk Mitigation Plan and ensure early identification of potential risks.
• Provide guidance and training to MoPSE staff on WB procurement procedures and use of the STEP system (for the GFPP and the TA).
Other procurement related services as required.
QUALIFICATIONS AND EXPERIENCE
Education and Professional Background
• Bachelor’s or higher degree in engineering, economics, law, business administration, procurement, or a related field;
• Minimum of five (5) years of professional experience in procurement, including at least three (3) years on World Bank or other IFI-financed operations;
• Proven experience in preparing bidding documents, managing tendering processes, and drafting contracts for goods, works, and consulting services;
• Strong knowledge of the World Bank Procurement Regulations (2020) and national procurement rules;
• Experience with electronic procurement systems (preferably the World Bank’s STEP) and contract management tools.Language required
