Job Title: Chief Executive Officer

Job Purpose:
We are seeking a visionary and results-driven Chief Executive Officer (CEO) to lead our railway and multimodal logistics business in China. This pivotal role encompasses full strategic leadership, and expansion of our operations across rail, road, sea freight, and project logistics. The CEO will drive commercial performance, cultivate key client and government relationships, and shape the company’s long-term growth strategy, including cross-border initiatives.
Key Responsibilities:
- Set up the China entity — manage company registration, ensure legal and regulatory compliance, and establish operational, financial, and administrative frameworks for the new office.
- Establish and manage logistics operations — organize container transportation across rail, sea, and multimodal routes (China–Europe, China–Central Asia, TMTM), focusing on cost efficiency, reliability, and direct partnerships with carriers.
- Team formation — hire and develop a local team covering procurement, logistics, customer service, and finance; implement effective performance management and clear reporting processes.
- Financial governance and oversight — ensure effective financial structure and control across China operations, enabling transparent, compliant, and sustainable business growth. Oversee strategic allocation of resources, supervise cooperation with CRIMT, CRCC, ports, and rail operators, and secure access to available subsidies and state support programs.
- Market intelligence and development — analyze trends in container logistics across the Asia-Pacific and TMTM regions, identifying new opportunities, key players, and trade flows to support strategic decisions.
- Partnership and negotiation — build long-term relationships with transport operators, port authorities, state institutions, and major clients; secure favorable terms and ensure business continuity.
- Strategic participation — support the Group’s initiatives under the One Belt One Road program and contribute to the development of new logistics corridors and infrastructure projects.
Qualifications & Requirements:
- Bachelor’s degree in Logistics, Supply Chain, Business, or related field. Master’s degree or MBA preferred.
- Minimum 10 years of international logistics and transport operations experience, including at least 5 years director-level roles.
- Proven track record in P&L ownership, business growth, or regional general management.
- Deep knowledge of multimodal logistics, project cargo, tendering, and international compliance.
- Advanced understanding of TMS/WMS/ERP systems and business analytics tools (e.g., Power BI, Tableau).
- Fluent in English and Chinese, Russian is a strong advantage.
- Strong leadership, communication, and cross-cultural management skills.
- Willingness to travel regularly and manage complex stakeholder networks.
