POSITION SUMMARY
The HR Manager oversees human resources functions at CST, ensuring effective recruitment, staff development, and employee relations. The role supports the school in building a strong, motivated workforce while ensuring compliance with labor laws, CST policies, and best practices in international education.
KEY RESPONSIBILITIES
1. Recruitment & Onboarding
Manage recruitment processes for academic, administrative, and support staff.
Prepare job postings, coordinate interviews, and oversee selection processes.
Facilitate onboarding and induction programs for new hires.
Support international recruitment processes, including visas and permits.
2. Employee Relations & Development
Implement CST’s performance appraisal and staff development systems.
Support managers in addressing employee relations and workplace issues.
Coordinate professional development opportunities for staff.
Foster a positive and collaborative workplace culture.
3. HR Policy & Compliance
Maintain and update CST’s HR policies and staff handbook.
Ensure compliance with Uzbekistan labor law and international best practices.
Provide guidance on employee contracts, entitlements, and benefits.
Ensure accurate HR record-keeping and reporting.
4. Compensation & Benefits
Oversee salary administration and benefits programs in line with CST policy.
Coordinate payroll preparation with the Finance Officer.
Conduct salary benchmarking and recommend adjustments as needed.
Ensure confidentiality and accuracy in HR and payroll data.
5. General Responsibilities
Promote CST’s mission, vision, and values through HR practices.
Provide HR reporting and analysis to leadership as required.
Support crisis management and emergency staffing needs.
Participate in management meetings and contribute to strategic planning.
REQUIRED QUALIFICATIONS
Education
Bachelor’s degree in Human Resources, Business Administration, or related field
Professional HR certification (PHR, SHRM-CP, or equivalent) preferred
Experience
Minimum 5 years of HR management experience
Experience with international recruitment and staff support desirable
Prior HR experience in education or nonprofit institutions an asset
Skills & Competencies
Knowledge of HR best practices and Uzbekistan labor law
Strong communication and interpersonal skills
Ability to manage sensitive issues with discretion and fairness
Organizational and problem-solving skills
Fluency in Uzbek and Russian required; English proficiency strongly preferred
