Position: DESIGN MANAGER
1. DESIGN MANAGEMENT
-
- Lead market surveys, information gathering, and information updates.
- Obtain approval for the design implementation direction and scope.
- Develop and regularly update design plans and schedules.
- Manage tender preparation activities, including preparation of bidding documents, invitations to bid, and interviews.
- Evaluate the capabilities and qualifications of architectural design contractors.
- Lead coordination with other disciplines in evaluating contractor capabilities.
- Participate in and coordinate with relevant parties in the preparation and execution of Design Consultancy Contracts.
- Provide direction and optimize architectural and planning design solutions.
- Manage the schedule, design deliverables, volume, and quality of design work for construction projects.
- Lead and organize meetings with domestic and international Design Consultants.
- Lead coordination among relevant parties throughout the design and construction process.
- Participate in contract management, cost control, and payment/final settlement activities.
- Participate in the tender evaluation team for the selection of construction contractors.
- Lead the coordination and control of design changes during the construction phase.
- Lead and oversee Design Author Supervision activities.
- Lead the provision of design documents and information to relevant departments and stakeholders.
2. CONCEPT CONTROL

- Participate in receiving design concept proposals submitted by regional teams/units.
- Participate in reviewing and evaluating design concepts.
3. RESEARCH & DEVELOPMENT (R&D)
- Participate in developing proposals/outlines for design concepts and seminar topics, as required.
- Lead the presentation and defense of design concepts.
- Lead the development of internal processes, procedures, and standards.
- Lead the organization of seminars, training, and development programs for employees.
4. STRATEGY & PLANNING
- Support the Department Head in setting the Architecture Department's six-month and annual objectives.
- Support the Department Head in developing implementation plans on a quarterly, six-month, and annual basis.
- Support the Department Head in reviewing and evaluating objectives and implementation plans.
5. HUMAN RESOURCES MANAGEMENT
- Support the Department Head in workforce planning for the Architecture Department.
- Support the Department Head in developing a professional working environment and recruitment processes.
- Support the Department Head in employee engagement, morale, and employee support activities within the Architecture Department.
6. ADMINISTRATIVE MANAGEMENT
- Support the Department Head in preparing departmental and project reports in accordance with the requirements of BQLTK and RLG.
- Support the Department Head in coordinating with RLG and serving as an information focal point for RLG consultants.
- Participate in common departmental activities.
- Support the Department Head in organizing departmental meetings.
- Support the Department Head in organizing and maintaining design documents and records.
7. OTHER RESPONSIBILITIES
- Support the Department Head in fostering corporate culture and values among employees.
- Participate in partnership development activities.
- Support the Department Head in carrying out external relations activities with RLG.
JOB REQUIREMENTS
Education
• Bachelor's degree or higher.
Professional / Technical Knowledge
• Major in Architecture, Urban Planning, Construction, or a related field.
Professional Skills
• English proficiency: Good command of professional English & Uzbek and communication skills sufficient to work effectively with international partners. Knowledge of Russian is also desirable.
• Human resource management and teamwork skills.
• Communication and contract negotiation skills.
• Ability to work effectively with domestic and international Design Consultants, including remote/online collaboration.
• Good understanding of applicable regulations, standards, and technical codes.
• Experience in designing various types of projects, such as residential developments, shopping malls, offices, hotels, public facilities, and entertainment projects.
• Good understanding of construction laws, project procedures, and project approval processes.
Software Skills
• Proficient in Microsoft Office and relevant construction/architectural design software.

EXPERIENCE
• Minimum 10 years of experience in design, design management, and project management.
• Experience in design, design management, and project management for projects with a total investment value exceeding VND 500 billion.
• At least 1 year of experience in design management.
• At least 2 years of experience in project management.
• At least 3 years of experience as a Senior Architect working for a foreign consulting firm or a foreign-invested joint venture.
OTHER REQUIREMENTS
• Good physical health and willingness to travel as required by the design management function.
