Approvals and Permissions Project Manager

What will be your key responsibilities?

• Ensure business continuity of potential manufacturing sites by securing all necessary legal permits and Technical Conditions (TU) for all utilities (energy, water supply, and waste management). Provide support in ecology and industrial safety in close collaboration with the Commercial and HSE departments. Provide additional support for product certification and transport logistics.
• Provide comprehensive regulatory support to the Engineering department for potential capital investment projects. This spans from initial land plot selection and government investment agreements to securing all necessary Technical Conditions, passing state design expertises, obtaining key construction permits, facility commissioning, and legally registering company fixed assets in strict compliance with legislation.
• Build effective and mutually beneficial relationships with all technical and regulatory state authorities, including top-level regional government (the Governor's office).
• Act as a legally accountable representative based on the Power of Attorney from the Company GM within the scope of functional duties, working in close collaboration with the Legal and Finance departments.
• Represent the company's interests across district, regional, and provincial authorities, with a specific focus on property and land relations.
• Build a high-performing team of regulatory/legal experts across manufacturing sites, ensuring each team member holds the necessary Power of Attorney from the Company GM to execute their assigned tasks.
• Fully collaborate with the Corporate Affairs (External Relations) department, leading local initiatives to secure maximum business preferences for the company, particularly concerning tax benefits, government subsidies, and other incentives.

What are we looking for?

• Completed higher education degree, preferably in Public Affairs, Engineering, Project Management
• People management experience, including leading cross-functional and remote teams.
• Knowledge of internal Company procedures and policies.
• At least 5 years of experience in manufacturing facility support, execution of major engineering capital projects, experience of Government & External Relations incl. getting approvals and permissions with external bodies (incl.government bodies)
• Advanced PC user skills (specifically MS Office, MS Project, PowerPoint, Excel, Outlook).
