About the Project
Rahmanov Partners LLC, as part of an international consortium, is implementing a feasibility study for the modernization and decarbonization of a district heating network in the Fergana Region of Uzbekistan.
The assignment includes technical diagnostics, assessment of rehabilitation options, hydraulic and thermal modelling, integration of low-carbon heat sources (waste heat recovery, solar thermal, geothermal, biomass and other renewable or hybrid solutions), and preparation of the technical and investment documentation required for project implementation.
The project duration is approximately 12 months and includes regular missions to the Fergana Region.
Support the Team Leader in coordinating and quality-controlling the technical implementation of the assignment.
Manage and coordinate multidisciplinary teams of local and international experts.
Lead technical diagnostics and feasibility studies for district heating systems.
Perform hydraulic and thermal modelling, network analysis, scenario comparison, and sizing of pipelines and heat sources.
Prepare technical feasibility documentation and priority investment packages.
Coordinate inputs from mechanical, electrical, hydraulic, civil, environmental and other technical specialists.
Support building energy audits and identify energy efficiency measures.
Contribute to network diagnostics and hydraulic calculations.
Participate in meetings with government agencies, utility companies, building management organizations and other stakeholders.
Support stakeholder consultations and validation workshops.
Ensure timely delivery and quality control of technical outputs.
University degree in Energy Engineering, District Heating, Environmental Engineering, Mechanical Engineering, or a related technical discipline.
Minimum 10 years of professional experience in district heating, energy infrastructure, engineering design, or feasibility studies.
Strong knowledge of district heating technical standards, network design principles and regulatory framework in Uzbekistan or the Central Asian/CIS region.
Proven experience managing multidisciplinary engineering teams.
Experience conducting or supervising building energy audits.
Experience in stakeholder engagement and public consultation for infrastructure projects.
Experience with feasibility studies financed by international financial institutions (AFD, World Bank, ADB, EBRD, AIIB, etc.) is considered an advantage.
Mandatory hands-on proficiency in ZuluThermo and ZuluGIS for hydraulic and thermal calculations, network diagnostics, modelling and scenario analysis. Candidates without demonstrated practical experience in ZuluThermo will not be considered.
Language requirements: Excellent command of English (mandatory). Fluency in Russian and/or Uzbek is a strong advantage due to regular interaction with local stakeholders and technical counterparts.

Project-based full-time engagement.
Duration: approximately 12 months.
Location: Tashkent and the Fergana Region, Uzbekistan.
Regular business trips to project sites.
Reporting to the Team Leader / Heat Supply Expert.
