Purpose of the post
As a Generalist Field Officer with the ICRC Mission in the Republic of Kazakhstan, you will join the team of the ICRC Regional Delegation for Central Asia, which has been operational in the region since 1992. The Delegation works to protect and assist vulnerable populations affected by conflict and other emergencies, in close cooperation with National Red Crescent Societies. The ICRC supports National Societies and state authorities across the region in strengthening their capacities, particularly in emergency preparedness, protection of family links, and the promotion of international humanitarian law (IHL). It also supports the implementation of IHL and other relevant international norms, while fostering understanding of the ICRC’s mandate and activities.
Under the supervision and guidance of the Head of Mission and the Protection and Cooperation Coordinators of the ICRC Regional Delegation for Central Asia, the Generalist Field Officer contributes to the design, implementation, and monitoring of ICRC activities in the areas of Protection and Cooperation.
Main duties and responsibilities
- Contribute to the implementation and strategic orientation of the Mission’s protection and cooperation activities, under the supervision of the Head of Mission and relevant coordinators.
- Establish, maintain, and strengthen professional working relationships with national authorities, the Red Crescent Society of the Republic of Kazakhstan (RCS RK), components of the Red Cross and Red Crescent Movement, and relevant international organizations.
- Coordinate and implement protection and cooperation activities in close partnership with the RCS RK.
- Organize and support regional and national meetings, conferences, and events; represent the ICRC within the scope of assigned expertise and ensure compliance with administrative and logistical procedures.
- Draft meeting minutes, institutional reports, briefing notes, and other required documentation; manage correspondence accurately and maintain effective filing and archiving systems to ensure follow-up and institutional memory.
- Provide translation and/or interpretation services between Kazakh, Russian, and English as required.
- Manage assigned budgets and monitor their implementation in accordance with ICRC financial procedures.
Protection
- Serve as the primary focal point for ICRC protection activities, with a particular focus on humanitarian services related to the Protection of Family Links (PFL) in conflict and other humanitarian contexts.
- Receive, process, and ensure follow-up of tracing requests in accordance with ICRC standards and procedures; collect tracing cases from enquirers as required.
- Ensure timely, accurate, and confidential follow-up of individual cases in the best interests of enquirers and beneficiaries, including referrals to relevant organizations when appropriate.
- Prepare and deliver presentations on ICRC protection activities to internal and external stakeholders.
Cooperation
- Under the guidance of the Regional Cooperation Coordinator and in coordination with the Head of Mission, contribute to defining and implementing the operational partnership between the ICRC, the Kazakhstan Red Crescent National Society, the International Federation of Red Cross and Red Crescent Societies, and partnering National Societies present in Kazakhstan, including the development of joint procedures and partnership agreements.
- Support and strengthen cooperation and partnership capacities within the ICRC and Movement partners.
- Under the guidance of the Regional Cooperation Coordinator and in close coordination with relevant RCS RK coordinators, design, plan, and deliver capacity-building activities for National Society staff and volunteers on International Humanitarian Law (IHL), Protection of Family Links (PFL), Safer Access, and other areas of mutual relevance.
- Under the supervision of the Deputy Protection Coordinator (PFL), act as the Mission focal point for all matters related to ICRC support to the PFL Department of the Kazakhstan Red Crescent National Society.
- Ensure effective planning, implementation, monitoring, and reporting (narrative and financial) of all RCS RK PFL-related activities, including the provision of technical support and participation in trainings, seminars, and workshops.
Selection requirements and experience
- Diploma or degree in Law, Political Science, Social Sciences, Humanities, or a related field. Degree in international law is an asset.
- 3 to 5 years of work experience (preferably in a similar field of activity), experience in humanitarian sector an asset.
- Computer proficiency.
- Excellent written and oral English, Kazakh, and Russian.
- Ability to travel in the country and region, including with overnight stay outside of Astana
