JOB DUTIES:
1. Recruitment and selection system setup
-
- Developing efficient approaches to recruitment & selection on all levels;
- Introducing advanced personnel assessment tools on all levels;
- Keeping data storage and processing resources for each candidate on production sites (workers & engineers) and office and management personnel;
- Providing efficient functioning of introduced approaches;
- Ensuring recruitment & selection channels’ extension and candidates attraction.
2. Group employees training:
-
- Training recruitment function employees to apply personnel assessment tools and approaches;
- Training managers responsible for recruitment & selection process;
- Training managers how to apply interviewing methods.
3. Improve employer’s brand attractiveness:
-
- Providing communications with labour markets to establish company’s positive image for the candidates;
- Provides participation in job fairs, meetings in the regions adjacent to the fields, representation of the company at specialized events;
- Ensuring company attendance on recruitment web-sites;
- Regularly monitors the labor market in similar organizations for similar professions, positions and specialties;
- Representing and attending other specific events establishing and improving employer’s brand;
4. Personnel recruitment & selection:
-
- Ensuring Group key vacancies closure;
- Coordinating and organization recruitment process;
- Making the decisions to engage external providers in order to close a vacancy;
- Providing recruitment function employees with methodical assistance in the process of their working on vacancies.
5. Reporting:
-
- Establishing reporting pattern for Group operational companies in terms of recruitment & selection;
- Ensuring regular consolidated Group personnel demand reports, analysing possible personnel moving within Group;
- Prepares reports for the Board of Directors and other senior management on the status of recruitment activities;
- Reporting on recruitment & selection improvement progress.
6. Recruitment & selection function's management:
-
- Establishing Group recruitment headcount with adequate training courses and methodical support in terms of their job duties;
- Setting up and supervising task fulfilment to achieve recruitment department goals;
- Reducing vacancy closure time;
- Providing managers with consultancy & methodical assistance in terms of recruitment & selection and talent management;
7. Document Support:
-
- Identifying unregulated sections of recruitment business process on all Group levels;
- Developing Group internal regulatory acts regarding recruitment process;
- Facilitating Group operational companies to develop internal regulatory acts and to establish unified patterns;
- Reviewing all documents by operational companies regarding recruitment to check compliance with Group standards;
- Taking part in approvals of operating companies’ regulatory acts regarding recruitment & selection.
8. Budgeting & risks
-
- Annually forms a budget for recruitment, monitors the implementation;
- Participates in the formation and approval of the budget for the recruitment of personnel of the operating companies of the KAZ Minerals Group;
- Reducing recruitment & selection costs and increasing cost efficiency;
- Assessing recruitment & selection risks with following mitigation actions.
SKILLS AND QUALIFICATION REQUIREMENTS
- Higher humanitarian education, preferably in HRM;
- Work experience of not less than 4 years in recruitment, preferably in mining companies or production companies, or in recruitment agencies;
- Managerial Experience in HR field for at least two years;
- Experience in expat recruiting;
- Experience in planning and implementing mass recruitment;
- Knowledge of mining industry labour market;
- Preferably, the experience in working with recruitment administration software and document workflow (Oracle, Directum, E-Staff);
- Certification of independent organization in personnel testing
- English language skills, at least upper-intermediate level.
- Effective communication skills;

- Awareness of the modern personnel assessment tools and approaches;
- Good negotiation skills with candidates;
- Awareness of internal Company procedures;
- Ability to train and coach people.
