Financial Management Specialist

Objective:
We are seeking an experienced Financial Management Specialist to support the successful implementation of the Uzbekistan Digital Inclusion Project. The role involves overseeing financial operations in line with World Bank (WB) guidelines and Uzbek legislation.

Key Responsibilities:

• Develop and manage project budgets in line with WB(world Bank) and local requirements

• Oversee disbursements and prepare withdrawal applications via Client Connection

• Ensure timely and accurate financial reporting (IFRs, SOEs)

• Coordinate audits and address audit findings

• Monitor contracts, payments, taxes, and compliance with financial terms

• Collaborate with the Ministry of Economy and Finance, WB, and other stakeholders

• Lead the financial team and participate in hiring/appraisal processes

Requirements:

• University degree in finance, accounting, economics, or related fields

• At least 3 years of relevant experience in financial management and reporting

• Experience with WB or other IFI-funded projects (EBRD, ADB, etc.) is a strong advantage

• Knowledge of Uzbek tax laws and budgetary systems

• Skilled in preparing financial statements and reports

• Fluent in Uzbek and/or Russian; working knowledge of English required

• Strong computer skills (MS Office, internet, financial systems)

• Excellent teamwork and communication abilities
