Procurement Manager

Responsibilities:

• Develop, maintain, and implement procurement strategies for the responsible materials/services to ensure high-quality delivery.
• Carry out activities related to RFQ, RFP, and RFI, and be responsible on developing supplier selection methods.
• Responsible for establishing and maintaining the general relationship with suppliers, including certification, selection, performance management, portfolio management, collaboration, and development.
• Sign contracts and agreements with suppliers according to the procurement process and authorization regulations.
• Build a good internal control environment, implement internal control management requirements, and ensure operation security.

Requirement:

• English, Kazakh, Russian (Chinese is welcome)
• Experience up to 3-10 years
• Bachelor degree ore above
• Be familiar with and master the procurement process. (such as supplier qualification, supplier selection and contracts) and related IT system operations.
• Be familiar with the material knowledge, product knowledge, and application scenarios of the responsible category, including specifications, usage, key evaluation indicators, techniques, procedures, and delivery processes.
• Basic commercial knowledge, including but not limited to international trade, contract clauses, compliance requirements, and business etiquette.
• Basic financial knowledge, be able to understand financial reports, and can apply the financial knowledge to negotiation, risk analysis, and trend judgment. Understand the basics of cost accounting.
• Better have the engineering project service subcontracting procurement experience, such as DC or similar project.
