Operation & Maintenance Road Engineer
Project: Construction and Operation of the Big Almaty Ring Road (BAKAD)
Project Summary: Pilot PPP Concession Project financed through equity and borrowing from the international financial institutions (EBRD, IsDB, EDB)
Requirements:
- Higher education in Road/Civil Construction/Engineering. At least 2 years of experience in international companies and/or at projects financed by IFIs;
- Knowledge of relevant regulatory legal acts of the Republic of Kazakhstan;
- Good command in MS Office, AutoCad, design and estimate documentation and other relevant software;
- Advanced communication skills both oral and writing (in Russian and English). Kazakh would be an asset
- Analytical thinking, flexible thinking, high level of responsibility, attention to details.
- Experience in contracts administration is preferable
Responsibilities:
- Monitor and coordinate daily road operation and maintenance activities;
- Participate in regular site inspections to assess the technical condition of the road and related assets;
- Ensure that operation and maintenance activities comply with the Concession Agreement, applicable technical standards, regulatory legal acts of the Republic of Kazakhstan, environmental and safety requirements, and IFI-financed project requirements.
- Assist in the preparation and review of technical documentation, technical conditions/specifications, estimate documentation, work schedules, method statements, technical reports, defect lists and completion records.
- Monitor the performance of contractors and service providers involved in road operation and maintenance;
- Support contract administration activities, including review of contractor submissions, verification of completed works, preparation of technical inputs for payment certificates, claims, correspondence and contractual notices.
- Collect, analyze and maintain technical data related to road condition, maintenance works, traffic safety, incidents, defects
- Prepare regular internal and external reports in Russian and English for management, public authorities, lenders, consultants and other project stakeholders.
- Participate in coordination meetings which may involve the public authorities, contractors, consultants, lenders and other stakeholders on technical, operational and maintenance-related issues.
- Provide technical input for improvement of maintenance procedures, asset management systems, performance monitoring and long-term operation planning.
- Ensure proper record keeping of inspections, maintenance activities, technical correspondence, approvals, reports and other project documentation.
- Perform other engineering, technical and administrative tasks related to the operation and maintenance of BAKAD as assigned by management.
