Legal Specialist – CIS Market (Kazakhstan)

Role Overview

The Legal Specialist – CIS Market is responsible for supporting all legal affairs, regulatory compliance, licensing, and contract management activities for GSM – Xanh SM’s operations in the CIS region, with a primary focus on Kazakhstan.

This role works closely with regional leadership, operations, and external legal partners to ensure business activities comply with local laws and regulatory requirements, while supporting market entry, daily operations, and sustainable growth in the mobility and ride-hailing sector.

Key Responsibilities

1. Legal Advisory & Business Support

• Provide legal advice and day-to-day consultation to local management and business teams on legal, regulatory, and compliance matters related to CIS operations.

• Support business initiatives by assessing legal implications of market entry, expansion, new services, and operational changes.

• Escalate legal risks and issues to regional or global legal leadership when required.

2. Regulatory Compliance & Governance

• Research, interpret, and support the implementation of local laws, regulations, and regulatory requirements applicable to GSM’s operations in Kazakhstan and other CIS markets.

• Assist in ensuring compliance with local regulations, including but not limited to:

• Transportation and mobility regulations

• Ride-hailing and platform-related laws

• Labor and employment law

• Data protection and privacy regulations

• Consumer protection and competition law

• Maintain and update legal and compliance checklists for assigned CIS markets.

3. Licensing & Legal Affairs Support

• Support and coordinate licensing and permit processes required for ride-hailing and mobility operations in Kazakhstan and CIS markets.

• Assist with preparation, submission, renewal, and tracking of licenses, permits, and certifications.

• Maintain accurate records of licensing-related legal documents and approvals.

• Coordinate with local authorities, regulators, and external law firms on licensing and regulatory matters under supervision of senior legal leadership.

4. Contract & Legal Documentation Management

• Draft, review, and support negotiation of commercial contracts, vendor agreements, partnership agreements, and operational legal documents.

• Ensure contracts comply with local laws, internal policies, and approved legal templates.

• Support contract administration, amendments, and document management.

5. Legal Operations & Internal Support

• Assist in updating internal legal policies, procedures, and templates.

• Support delivery of basic legal training and compliance awareness sessions for local employees.

• Act as a local point of contact for legal documentation and routine legal inquiries.

6. Risk Monitoring & Reporting

• Monitor legal and regulatory changes in Kazakhstan and CIS markets that may impact business operations.

• Identify potential legal and compliance risks and report findings to regional or global legal leadership.

• Support internal audits, regulatory inspections, and investigations as required.

Requirements

• Bachelor’s degree in Law; local bar admission in Kazakhstan or CIS jurisdiction is an advantage.

• 3–6 years of legal experience, preferably within corporate, commercial, regulatory, or in-house legal roles.

• Experience or exposure to regulated industries such as mobility, transportation, ride-hailing, logistics, fintech, or tech platforms is a plus.

• Working knowledge of:

• Commercial contracts

• Corporate governance basics

• Strong attention to detail, analytical skills, and ability to manage multiple tasks.

• Good communication skills in English and Russian; Kazakh language is a strong advantage.

• Ability to work effectively in a cross-functional and fast-paced environment.
