Position Summary
The HEMIS Platform Specialist is responsible for the administration, coordination, and optimization of the Higher Education Management Information System (HEMIS) in accordance with the requirements of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan.
The role ensures accuracy, integrity, security, and timely processing of academic and administrative data across the university and supports all units in effective use of the HEMIS platform.
Job Requirements:
Required Qualifications
- Bachelor’s or master’s degree in information technology, Information Systems, Education Management, or related field
- Minimum 3 years of relevant experience in higher education administration or information systems
- Proven experience working with HEMIS or similar Student Information Systems (SIS)
- Knowledge of higher education regulations in Uzbekistan

Duties and Responsibilities:
System Administration
- Manage and maintain the HEMIS platform and all functional modules
- Configure system settings, academic structures, and workflows
- Monitor system performance and resolve operational issues
- Coordinate system updates and technical support with authorized providers
User & Access Management
- Create and manage user accounts, roles, and permissions
- Ensure proper access control in accordance with institutional policies
- Provide technical support to staff and faculty users
Data Management & Quality Assurance
- Ensure accurate, complete, and timely data entry across departments
- Monitor data consistency and resolve discrepancies
- Implement data validation and quality control procedures
- Maintain confidentiality and security of institutional data
Academic Operations Support
- Support admissions, enrollment, course registration, grading, and graduation processes
- Maintain student academic records in compliance with regulations
- Assist faculties and administrative units in HEMIS-related tasks
- Ensure alignment between HEMIS data and internal systems (LMS, Finance, HR)
Reporting & Compliance
- Generate official reports for university management and government authorities
- Ensure compliance with Ministry requirements and reporting standards
- Support audits, inspections, accreditation, and monitoring processes
Training & Coordination
- Provide training sessions and user guidance for staff and faculty
- Develop manuals, procedures, and operational guidelines
- Coordinate HEMIS activities across academic and administrative units
Data Security & Backup
- Ensure data protection, backup, and recovery procedures
- Monitor system usage and prevent unauthorized access
- Implement best practices in information security
