RELOCATION TO CYPRUS! The Program Manager is responsible for the strategic planning, coordination, and execution of multiple construction projects within the EX3 development portfolio. The role ensures that projects are delivered on time, within budget, and in compliance with quality, safety, and regulatory standards. The Program Manager provides executive oversight across all phases of development, including feasibility, design, procurement, construction, and project handover, while aligning construction activities with the EX3 development strategy and investment objectives. This role requires strong leadership of internal teams, consultants, contractors, and stakeholders, ensuring integrated program delivery and consistent standards across the portfolio. The Program Manager reports directly to the Chief Construction Officer.
You will:
- Lead the planning, structuring, and execution of the company’s construction program.
- Translate the development strategy into a structured program of projects with defined timelines, budgets, and deliverables.
- Establish portfolio-level construction strategies, standards, and governance frameworks.
- Monitor and optimize program performance across cost, schedule, risk, and quality metrics.
- Ensure alignment between construction activities, investment objectives, and operational readiness.
- Lead and develop high-performing project management teams.
- Provide strategic directions to Project Managers, consultants, and contractors.
- Foster a performance-driven and collaborative working environment.
- Support recruitment, performance development, and succession planning.
- Provide direct leadership and hands-on management of the company’s most complex or strategic construction projects within the program.
- Act as Lead Project Executive for flagship developments, ensuring full control over design development, procurement strategy, construction execution, and project delivery.
- Work closely with Project Managers and Site Teams, providing guidance, resolving technical challenges, and supporting key decision-making throughout the project lifecycle.
- Conduct regular site visits and progress reviews to monitor construction quality, safety performance, schedule adherence, and contractor productivity.
- Intervene when required to resolve critical issues, mitigate risks, and maintain project momentum.
- Lead major coordination meetings with contractors, consultants, and internal stakeholders.
- Ensure that lessons learned from major projects are implemented across the entire program portfolio to improve efficiency and delivery standards.
- Participate in site acquisition evaluations and technical due diligence.
- Lead technical input into development feasibility studies and investment decisions.
- Assess planning constraints, buildability risks, cost parameters, and program timelines.
- Ensure development concepts are commercially viable and technically achievable.
- Provide executive oversight of the entire design development process.
- Lead coordination of architectural, structural, MEP, façade, and specialist consultants.
- Ensure design solutions meet: planning regulations, development strategy, cost targets, construction efficiency, operational lifecycle performance
- Implement value engineering and cost optimization strategies.
- Oversee multiple concurrent construction projects across the portfolio.
- Ensure projects are delivered on time, within budget, and according to quality standards.
- Establish program-level scheduling frameworks and milestone tracking systems.
- Identify delivery risks early and implement corrective mitigation strategies.
- Define the procurement strategy for major projects.
- Lead contractor and consultant selection processes.
- Oversee tendering, negotiation, and contract award processes.
- Ensure contractual frameworks protect company interests and mitigate delivery risks.
- Oversee program-level budgets, cash flow planning, and financial controls.
- Monitor construction cost performance across the portfolio.
- Implement cost optimization measures and value engineering initiatives.
- Ensure project cost variances remain within approved investment parameters.
- Drive implementation of digital tools for project management, cost control, scheduling, reporting, and document control.
- Standardize templates, dashboards, and KPIs across projects.
The ideal candidate:
- Bachelor’s degree in civil engineering, Construction Management, Architecture, or related discipline.
- Master’s degree in project management, Engineering, or Business Administration preferred.
- Proven experience of designing and building residential and commercial property.
- 15+ years of experience in construction and real estate development.
- Demonstrated experience managing large-scale development portfolios or multiple concurrent projects.
- Proven leadership in residential, commercial, hospitality, or mixed-use developments.
- Experience working with international consultants and contractors.

Zoning (density, incentives, constraints, etc)
Local codes and regulations
Design process and construction technology
Quality Assurance and Quality Control
Budget and cash-flow preparation
Program development (MS Project)
Project management certifications (PMP, Agile, etc) and good command of English is mandatory and Greek, considered as an advantage
