1. Background

The Government of the Republic of Uzbekistan, with the support of the World Bank, is preparing the Transforming Public Education for Economic Growth Operation, aimed at improving the quality, accessibility, and inclusiveness of school education.

The Operation is designed as a hybrid Program-for-Results (PforR) with an Investment Project Financing (IPF) component. To support preparation activities, the Government has received a Grant for Project Preparation (GFPP). Implementation is coordinated by the Ministry of Preschool and School Education (MoPSE) through a dedicated Implementation Office.

MoPSE now invites Expressions of Interest from qualified individuals for the position of Monitoring and Evaluation (M&E) Specialist, to be engaged on a part-time basis.

2. Objective of the Assignment

The objective of the assignment is to support systematic monitoring, verification, and reporting of results under the GFPP, the Technical Assistance component, and the Program, including tracking of the Results Framework and Disbursement-Linked Indicators (DLIs), in accordance with the Operational Manual and World Bank requirements.

3. Scope of Services

The M&E Specialist will be responsible, inter alia, for:

- Establishing and maintaining monitoring systems aligned with the Results Framework, DLIs, and verification protocols;

- Collecting, verifying, and analyzing data received from MoPSE departments, implementing partners, and independent verification entities;

- Maintaining accurate and timely updates in monitoring databases and digital platforms;

- Preparing periodic monitoring and evaluation reports and inputs for World Bank supervision missions;

- Supporting data quality assurance, capacity building, and strengthening of institutional M&E systems;

- Contributing to environmental and social monitoring and reporting requirements, as applicable.

4. Qualification Requirements

Interested candidates should meet the following minimum requirements:

- Bachelor’s degree or higher in economics, statistics, social sciences, public policy, management, or a related field;

- At least three (3) years of professional experience in monitoring and evaluation, results-based management, or data analysis;

- Experience with M&E frameworks, indicator tracking, verification, and reporting;

- Experience with World Bank or other IFI-financed operations is an advantage;

- Proficiency in English, with working knowledge of Uzbek and Russian;

- Strong analytical, reporting, and coordination skills.

5. Duration and Level of Effort

The assignment is expected to be for a period of twelve (12) months, including a three-month probation period, and will be carried out on a part-time basis.

The exact level of effort and work schedule shall be agreed during contract negotiations and defined in the Individual Consultant Contract, based on operational needs. The assignment may be extended subject to satisfactory performance and availability of funds.
