Deputy Technical Director

We are looking for a Deputy Technical Director for a large retail company in Central Asia.
What the Company expects from this role:
To ensure the fast, safe, and high-quality opening of new stores, as well as the uninterrupted technical operation of existing locations, while minimizing downtime and maintenance costs.

Budget Management

The Technical Director is responsible for:

• CAPEX (construction and opening of new stores)
• OPEX (maintenance of existing stores)
• Annual expense planning
• Cost optimization
• Budget control at all stages
• Approval of cost-efficient alternatives without compromising quality

Documentation and Compliance

• Technical passports of facilities
• Preventive maintenance logs (PPR journals)
• Fire safety logs
• Work completion certificates (acts of completed works)
• Passports for refrigeration and electrical equipment
• Ensuring compliance with building codes and regulations (SNiP), fire safety rules (PPB), and sanitary regulations (SanPiN)

Candidate Requirements

Education

• Engineering or technical degree
• Preferred specializations: Construction, HVAC, Electrical Engineering, Industrial Power Systems

Skills & Competencies

• Knowledge of construction and technical regulations (SNiP, SP, PPB)
• Strong understanding of electrical systems (power, loads, panels, automation)
• Experience working with HVAC systems
• Retail experience is highly desirable
• Ability to read and interpret project documentation: electrical schematics, layout plans, ventilation, water supply & sewage systems
• Ability to manage multiple contractors simultaneously
• Strong time-management skills and ability to work under strict deadlines
• Competence in budget management and cost estimation

Experience

• 5+ years in construction, facility maintenance, or technical operations
• Experience in opening retail stores is a major advantage
• Experience managing a team of 10+ people
