About the Role

We are looking for a Technical Office Specialist / Engineer to join an international construction company delivering unique architectural and infrastructure projects in Uzbekistan.

The role focuses on quantity surveying, cost estimation, budgeting, procurement, project planning, cost control, and subcontractor payments and final accounts.

Key Responsibilities

• Prepare and review Bills of Quantities (BOQ) and quantity take-offs

• Prepare cost estimates, project budgets, and cost calculations

• Prepare and review subcontractor progress payment applications

• Manage and finalize subcontractor final accounts

• Work with cost estimation documentation and Smeta software in accordance with local regulations and standards

• Prepare, monitor, and update project work schedules

• Analyze project costs, budgets, and variances

• Coordinate and support technical procurement activities

• Communicate with international suppliers and subcontractors

• Collect and reconcile actual project data with information from construction sites and the finance department

• Audit subcontractor expenses and verify the accuracy of payments

• Monitor actual costs against approved budgets and analyze project profitability

• Visit construction sites to verify quantities, calculations, and technical documentation

Requirements

• Bachelor's degree in Architecture, Civil Engineering, Construction Engineering, or a related field

• Previous experience in a Technical Office / PТО role within construction projects

• Mandatory experience with international construction projects

• Strong proficiency in cost estimation software, particularly Smeta

• Strong mathematical and analytical skills

• Hands-on experience with quantities, estimates, budgets, and subcontractor settlements

• Fluent Turkish — mandatory

• Fluent English — mandatory

• Working or fluent Russian

• Valid driver's license and willingness to travel to construction sites

• Ability to work under tight deadlines and increased workload during project completion and handover periods

Nice to Have

• Knowledge of Uzbek

• Experience working with international suppliers

• Experience on large-scale infrastructure or architectural projects

• Experience preparing tender documentation
