Head of international financial institution cooperation

Responsible for the maintenance, renewal, compliance implementation, and daily regulatory liaison of the local stablecoin-related financial business license in Kazakhstan; deeply interpret and continuously track changes in Kazakhstan’s regulatory policies to ensure compliant license operations.

Lead the expansion and business docking with local financial institutions in Kazakhstan (including banks, payment and clearing organizations, and compliant financial service institutions); build and maintain the local cooperation network to drive the implementation of stablecoin payment & settlement and blockchain/Web3-related businesses.

Responsible for business docking and cooperation expansion with target clients and financial institutions in neighboring Central Asian countries (Uzbekistan, Kyrgyzstan, Tajikistan, etc.), focusing on stablecoin, blockchain, and Web3 scenarios to promote cross-border business implementation.

Promote business system docking, technical debugging, and launch of cooperative projects; coordinate communication and collaboration between internal technical/compliance teams and cooperative institutions to ensure smooth implementation of Web3 and stablecoin-related businesses.

Maintain relationships with core cooperative institutions and clients; conduct regular reviews and in-depth engagement to explore extended cooperation value; track market trends, regulatory policy changes, and competitive landscape of stablecoins, blockchain, and Web3 in Kazakhstan and Central Asia; produce analysis reports to support the company’s business strategy adjustments.

Educational Background: Bachelor’s degree or above; majors in Finance, International Trade, Blockchain, or Computer Science preferred.

Work Experience: 3–5 years of relevant experience in international major banks, international payment and clearing organizations, or cross-border finance/blockchain/stablecoin businesses; experience in license maintenance, cross-border financial cooperation, or stablecoin business implementation preferred.

Language Proficiency: Proficient in Russian (fluent in listening, speaking, reading, and writing; usable as working language) and English (fluent); Chinese proficiency is a strong plus.

Professional Competence: Familiar with financial regulatory policies in Kazakhstan and Central Asia, especially proficient in the regional regulatory framework, payment and clearing systems, and financial institution cooperation models for stablecoins, blockchain, and Web3; capable of independently driving cooperative projects from negotiation through to implementation.

Comprehensive Qualities: Strong cross-border communication, coordination, business negotiation, and problem-solving skills; high pressure resistance; able to adapt to regional business trips.

Industry Cognition: In-depth familiarity with blockchain technology principles, Web3 ecosystem, and the issuance mechanism, operation model, and compliance key points of stablecoins; recognition of industry development prospects; sharp ability to identify and control compliance risks.
