Key Responsibilities
- Lead the development and execution of the university’s financial strategy, budgeting, and long-term financial planning.
- Oversee all accounting, treasury, tax, payroll, and financial reporting functions, ensuring accuracy and full statutory compliance.
- Serve as a key advisor to the Rector/President and Board of Trustees on financial matters, risks, and opportunities.
- Develop and monitor the annual operating and capital budgets across all schools and departments.
- Manage cash flow, investments, banking relationships, and financing arrangements.
- Establish and maintain robust internal controls, financial policies, and risk management frameworks.
- Lead relationships with external auditors, regulators, and tax authorities, ensuring timely and accurate statutory filings.
- Support fundraising, grant management, and partnership agreements (including with Arizona State University) from a financial perspective.
- Build, mentor, and manage the Finance Department team as the university scales.
- Provide financial analysis and business cases to support strategic decisions, including new program launches and campus expansion.
Qualifications and Requirements
- Bachelor’s degree in Finance, Accounting, Economics, or a related field; MBA or advanced degree preferred.
- Professional certification such as ACCA, CFA, CPA, CIPA, or equivalent is strongly preferred.
- At least 8–10 years of progressive financial leadership experience, including senior roles such as CFO, Finance Director, or Head of Finance; experience in higher education, non-profit, or a fast-growing organization is an advantage.
- Strong knowledge of Kazakhstani accounting standards, tax legislation, and statutory reporting requirements; familiarity with IFRS is a plus.
- Proven track record in budgeting, financial planning and analysis, and building financial systems and controls.
- Excellent leadership, communication, and stakeholder management skills.
- Fluent English required; Kazakh and/or Russian strongly preferred.
