CS-2 Maintenance and Repair Engineer (National)

1. Objective and Purpose of the Assignment

The Government of the Republic of Uzbekistan, with financing from the Asian Development Bank (ADB), is implementing the Science, Technology, Engineering, and Mathematics (STEM) in Secondary Education Project to enhance the quality and inclusiveness of STEM education. The Project supports three key outputs: (i) Quality of STEM education with support of technology improved; (ii) Learning environments improved; and (iii) STEM education network and capacity for inclusive learning strengthened. The Project Office (PO) within the Ministry of Preschool and School Education of the Republic of Uzbekistan (MOPSE, the Executing Agency) will oversee implementation with support from national and international specialists.

2. Scope of Work

The Maintenance and Repair Engineer (Engineer) will support the PO/MOPSE to ensure the sustainability of investments, proper maintenance planning, and technical quality during design and implementation. The Engineer will provide technical support to the PO/MOPSE in maintenance planning, review of detailed engineering design (DED), and oversight of renovation, repair, and rehabilitation works, ensuring that all design and works comply with ADB requirements and sustainability principles, as well as applicable national building codes, school safety regulations, fire and seismic standards, and other construction requirements of the Republic of Uzbekistan. The Engineer will support the PO in technical oversight of maintenance and repair activities, ensure DED outputs are maintainable and realistic, and coordinate with the DED Firm, the Project Implementation and Education Management Consultant (PIEMC) Firm, contractors, and regional stakeholders. The Engineer will report to the Project Director and Senior Project Implementation Specialist of the PO, and work closely with the Procurement Specialist 1, Procurement Specialist 2, Financial Management Specialist, and Legal Officer of the PO.

3. Detailed Tasks and/or Expected Output

A. Design Stage (DED Phase): Review DED outputs (rolling basis), ensure maintainability, validate technical solutions, and provide inputs prior to tendering of civil works packages (including rehabilitation of STEM laboratories and WASH facilities) and associated installation works where applicable.

B. Implementation Stage: Support PO in supervision, review contractor works, conduct site visits, identify risks, review contractor method statements, quality of repair works, participate in site visits, and verify works comply with DED and specifications.

C. Coordination & Reporting: Coordinate with DED Firm, PIEMC (once mobilized), stakeholders, and contribute to reports. Identify risks to sustainability and implementation bottlenecks.

D. Deliverables: DED review reports, O&M framework, maintenance plans, cost estimates, and site inspection reports.

4. Qualification Requirements

• Bachelor’s or higher degree in engineering or related field.
• At least 7 years of related experience, including a minimum of 3 years of proven experience as an Engineer in the construction, rehabilitation/infrastructure IFI-funded projects (ADB preferred). Prior experience in the design, rehabilitation, maintenance, or supervision of school facilities or other public buildings will be considered as an advantage.
• Knowledge of applicable building codes, construction norms, and safety regulations of the Republic of Uzbekistan is required.
• Understanding of ADB requirements, regulations, policies, and guidelines.
• Excellent organization, communication, and record-keeping skills.
• Fluency in written and spoken Uzbek and Russian languages. The English will be an advantage.

5. Assignment Duration

This is a continuous assignment. The planned engagement period is from July 2026 to October 2029.
