The scope of the services required from System Design Architect will inclu

• Architecture design and implementation:

  Lead the design and implementation of robust and scalable IT architectures for DHMU's digital health projects, ensuring alignment with overall goals and objectives.

  Collaborate with cross-functional teams to gather requirements and translate them into architectural specifications.

  Implement best practices for continuous integration and deployment within the architectural framework.

• Architectural principles and standards:

  Establish and maintain architectural principles, guidelines, and standards to ensure consistency, interoperability, and adherence to industry best practices across all IT systems and projects.

  Conduct regular reviews and updates of architectural standards to incorporate new technologies and methodologies.

• Technology evaluation and innovation:

  Evaluate and select appropriate technologies and tools, staying abreast of emerging trends in healthcare IT.

• Risk mitigation and compliance:

  Proactively identify and mitigate potential architectural risks and challenges.

  Ensure architectural designs comply with relevant regulations and standards in healthcare, such as HIPAA, FHIR, etc.

  Develop and implement a risk management framework that includes assessment and monitoring processes.

• Stakeholder communication and collaboration:

  Effectively communicate architectural decisions and rationale to stakeholders.

  Facilitate workshops and meetings with stakeholders to gather feedback and foster collaboration in the design process.

  Prepare and present architectural documents, project updates, and proposals to senior management and other stakeholders.

• System performance and scalability:

  Monitor and optimize the performance of IT systems and infrastructure.

  Implement metrics and KPIs to track system performance and identify areas for improvement.

  Design systems for scalability, ensuring they can handle increased load and usage over time.

The successful offeror shall meet the following minimum qualification criteria. Not meeting these criteria automatically leads to disqualification from the recruitment process:

• Master's degree in relevant field.
• Proficiency in Uzbek and English.
• Minimum of 5 years of experience in implementing digitization in the social sector, experience in digitalization in healthcare sector is considered an advantage.​​​​​​EVALUATION CRITERIA:
• General qualification:
• Master's degree in Computer Science or System Automation Management, or a related field (holding additional professional education or advanced training programs in relevant fields, such as modelling software system architecture, is beneficial).
• Years of experience in positions related to the identification of current threats to the security of personal data during their processing in personal data information systems.
• Strong understanding of regulatory and legal requirements in Uzbekistan related to software security in telecommunications. This includes knowledge of the best practices for data protection, encryption standards, secure data processing, and compliance with both local and international standards for safeguarding personal data. The candidate should be familiar with assessing security vulnerabilities in software and ensuring the confidentiality and integrity of information systems in line with Uzbekistan's legal framework.
• Knowledge of the hardware structure of equipment for various operating systems, such as iOS, Android, Microsoft Windows, Linux, MacOS.
• Knowledge of the principles of operation of popular databases, such as MySQL, PostgreSQL, Apache Cassandra, MongoDB to choose the best option for a specific project.
• Knowledge of API principles.

• Other experience:

• Experience in countries with a similar initial situation in the digitization of the healthcare system.
• Experience in countries with a similar organizational structure of the healthcare system.
• Other skills:
• Good command of at least one programming language, such as C, C++, Python, Go, and others.
