The Senior Manager (Procurement Manager) is responsible for managing and overseeing end-to-end procurement and contract management processes in line with AIFC internal policies and applicable regulations. The role ensures transparent, cost-effective procurement planning, execution, supplier management, and proper administration of contracts and documentation.

Responsibilities

  • Support the development and amendment of procurement plans

  • Initiate and manage procurement procedures for goods, works, and services

  • Monitor procurement plan implementation and track delivery timelines

  • Provide guidance and consultation to internal stakeholders on procurement processes

  • Operate within the automated procurement management system on a daily basis

  • Identify and evaluate potential suppliers in compliance with procurement policies

  • Act as Secretary of Procurement Committees and prepare meeting minutes

  • Maintain and update procurement and contract archives (contracts, reports, memos, minutes)

  • Ensure proper record keeping in accordance with archive requirements

  • Review documentation submitted by internal initiators for completeness and accuracy

  • Administer business correspondence with suppliers

  • Conduct training sessions on procurement procedures and e-procurement systems

  • Draft, review, and finalize contracts ensuring compliance with business requirements

  • Lead negotiations on contract terms when required

  • Ensure contracts are properly signed, registered, and maintained

  • Manage contracts via electronic document workflow systems (e.g., Directum or similar platforms)

  • Maintain vendor profiles and contract data in the ERP system

  • Ensure confidentiality and strict compliance with internal policies and applicable legislation

  • Perform other duties as assigned by the Director of the Department

Requirements

  • Bachelor’s degree in Supply Chain Management, Law, Economics, Logistics, Business Administration, Management, or related field (Master’s degree preferred)

  • 3–5 years of professional experience in procurement, supply chain, or contract management

  • Professional procurement certifications are an advantage

  • Fluent in Kazakh, Russian, and English

  • Proficiency in Microsoft Office

  • Experience with procurement and contract management e-platforms

  • Strong leadership and negotiation skills

  • Excellent communication and stakeholder management abilities

  • Strong analytical, critical thinking, and problem-solving skills

  • Detail-oriented with strong organizational and time-management skills
