We are seeking a skilled and dedicated Senior Business Analyst to join our team and contribute to a major digital transformation initiative within the public sector. This project focuses on the development of a Unified Digital Platform, transitioning government workflows from a document-driven model to a data-driven operating model. The goal is to enhance operational efficiency, transparency, and overall value delivery for government institutions.
This role is focused on early-stage discovery and business process assessment. The selected candidate will be expected to work closely with operational stakeholders, uncover real process gaps, and structure fragmented workflows into clear AS-IS and TO-BE models.

Responsibilities
Collaborate with stakeholders to gather, analyze, and document business requirements
Develop detailed business and functional requirements, ensuring alignment with project goals
Conduct data analysis to support decision-making and identify opportunities for process improvements
Facilitate workshops and meetings with stakeholders to validate requirements and obtain feedback
Work closely with development teams to ensure requirements are understood and implemented correctly
Assist in the creation of user stories, use cases, and process flow diagrams
Monitor project progress and provide regular updates to stakeholders and project managers
Ensure compliance with regulatory and governance standards throughout the project lifecycle
Provide ongoing support and training to stakeholders to ensure successful adoption of the new platform
Lead AS-IS process discovery and stakeholder analysis across multiple departments
Identify structural gaps, inefficiencies, and conflicting requirements in existing workflows
Develop structured process models (BPMN L2/L3), stakeholder matrices, issue registers, and integration overviews
Drive clarification in ambiguous or politically sensitive situations
Proactively engage senior stakeholders and challenge assumptions where necessary
Synthesize large volumes of fragmented information into clear, actionable artifacts
Leverage AI tools to accelerate documentation, analysis, and synthesis of stakeholder input
Requirements
Proven experience as a Business Analyst, preferably within the governmental sector
Strong analytical skills with the ability to interpret complex data and translate it into actionable insights
Excellent communication and stakeholder management skills
Ability to operate effectively within a regulated and process-driven environment
Experience with digital transformation projects and data-driven operating models
Proficiency in business analysis tools and methodologies
Strong problem-solving skills and attention to detail
Ability to work on-site in Astana consistently due to the nature of stakeholder collaboration and project governance
High level of autonomy and ability to operate in ambiguous environments
Strong stakeholder management skills, including the ability to ask challenging questions and navigate resistance
Comfortable working in complex, regulated public-sector environments
Practical experience using AI tools to support business analysis activities is an advantage
Nice to have
Bachelor's degree in Business Administration, Information Technology, or a related field
Certification in Business Analysis (e.g., CBAP, CCBA) is a plus
Familiarity with government workflows and processes
Upper-Intermediate English language proficiency (B2)
Proficiency in the Kazakh language is a plus
