Job Purpose
Community Liaison Officer (CLO) is responsible for maintaining regular and effective communication with local communities and stakeholders affected by the project, managing grievances, and supporting stakeholder engagement activities in line with international standards.
Key Responsibilities
Maintain regular communication with local communities, authorities, and stakeholders
Identify, record, track and manage community grievances within agreed timelines
Operate and maintain the project grievance mechanism and complaint tracker
Distribute and explain project-related information in local languages
Handle minor community concerns and escalate complex issues when required
Prepare community engagement records, grievance reports and monthly summaries
Support community meetings, consultations and stakeholder events
Ensure contractor compliance with community engagement and conduct standards
Support compliance with IFC, EBRD, ADB and national stakeholder engagement requirements
Requirements
Education:
Bachelor’s degree in Social Sciences, Development Studies, Communications or related field
Experience:
3–5 years of experience in community liaison, stakeholder engagement or social development
Minimum 2 years of site-based (project) experience
Experience in infrastructure, energy or industrial projects is an advantage
Skills & Knowledge:
Strong communication and interpersonal skills
Experience with grievance management and stakeholder engagement
Knowledge of IFC Performance Standards / EBRD PRs preferred
Ability to work with local communities in rural settings
Fluency in Uzbek and/or Karakalpak, working knowledge of English
MS Office skills; stakeholder tracking tools are a plus
willingness to travel to project sites
