About the Role
We are seeking a proactive and mature Community Liaison Officer (CLO) to be based at Bash 500 MW Wind Farm in Uzbekistan. The successful candidate will play a key role in maintaining open, transparent, and constructive communication between the project, local communities, and other stakeholders. This position requires professionalism, discretion, and a strong sense of integrity, as it involves handling confidential matters, grievance management, and engagement with diverse stakeholder groups.
Key Responsibilities
- Coordinate and support community relations activities and stakeholder engagement events.
- Serve as the primary point of contact between the project and local communities, promoting positive relationships and trust.
- Ensure all community engagement activities align with international performance standards (EBRD, IFC, ADB).
- Report and monitor stakeholder engagement activities and contribute to plans such as the Stakeholder Engagement Plan (SEP), Resettlement Action Plan (RAP), and Community Development Plan (CDP).
- Proactively identify community concerns and provide feedback to project management to inform mitigation and engagement strategies.
- Manage the grievance mechanism, including receiving, documenting, investigating, and closing out grievances in a timely and transparent manner.
- Conduct outreach meetings to understand community priorities and concerns.
- Maintain accurate records of engagements and advise the project team on local community aspirations and sensitivities.
- Support and deliver training sessions on social management plans for project staff and contractors.
- Ensure all stakeholder interactions are recorded and tracked within the stakeholder engagement management system.
Minimum Competency Requirements
- Bachelor’s degree in Social Sciences, Development Studies, or a related discipline (Social Studies preferred but not mandatory).
- Minimum 4 years of professional experience in social, community, or stakeholder engagement fields, including 2 years in a site-based role.
- Strong communication skills in Uzbek - native and English - conversational.
- Demonstrated ability to implement and monitor social action plans and community engagement processes in accordance with international standards (IFC, EBRD, ADB).
- Experience in grievance management, stakeholder engagement, and social monitoring (e.g., worker welfare, accommodation standards).
- Proven ability to engage effectively with diverse stakeholders, including local communities, contractors, and internal teams.
- Ability to handle sensitive and confidential matters with maturity, empathy, and professionalism.
- Flexible and adaptable approach with strong interpersonal and problem-solving skills.
