- carrying out and coordinating all legal activities related to the implementation of the Project, within the scope of his/her mandate;
- ensuring compliance of Project activities with the applicable legislation of the Republic of Uzbekistan, as well as with the terms and conditions of the Financing Agreement with the Islamic Development Bank (IsDB) and other applicable project agreements;
- representing the Project, upon authorization of the Project Manager, in interactions with third parties and organizations on legal matters related to Project implementation;
- participating in the preparation, review, and coordination of contracts, agreements, and other legal documents concluded under the Project, as required;
- conducting legal review (legal due diligence) of draft and finalized contracts, agreements, and other contractual documents financed under the Project;
- providing legal support and advice to Component Coordinators, the Financial Management Specialist/Accountant, and other PIU staff on matters related to their respective areas of responsibility;
- performing other tasks and duties within his/her professional competence, as assigned by the Project Manager in connection with Project implementation;
- timely informing the Project Manager of any identified deficiencies, non-compliance, or violations in the performance of contractual obligations by consultants, suppliers, contractors, or their structural units, and submitting reasoned proposals for corrective actions and mitigation measures.
The Lawyer shall be responsible for: -
ensuring proper and timely performance of the duties and responsibilities set out in this job description, including compliance with applicable legislation of the Republic of Uzbekistan and adherence to Project requirements, as well as the timely preparation and submission of reports and other deliverables, including periodic and annual reports, as required;

Non-performance or improper performance of official duties assigned under this job description, in accordance with the applicable labor legislation of the Republic of Uzbekistan;

Violations or offenses committed in the course of performing official duties, within the limits established by the administrative, criminal, and civil legislation of the Republic of Uzbekistan

Damage caused to property of the Project, the Ministry of Preschool and School Education, or third parties, within the limits and in accordance with the applicable labor and civil legislation of the Republic of Uzbekistan
- Higher education (Bachelor’s degree or equivalent) in Law. Additional training or certification in public procurement, contract management, or international project implementation shall be considered an advantage.
- Professional Experience
- At least five (5) years of relevant professional experience in legal advisory, legal compliance, or contract management roles in public or private sector organizations;
- At least three (3) years of experience performing functions comparable to those of a Legal Specialist / Legal Advisor;
- Demonstrated experience in legal support of investment or development projects financed by International Financial Institutions (IFIs) (such as IsDB, World Bank, ADB, AIIB, EBRD or similar) is strongly preferred;
- Proven experience of interaction and coordination with the Government of the Republic of Uzbekistan, including line ministries, agencies, and other public authorities, as well as with international organizations, donors, and development partners;
- Experience of working with national and local administrations in the context of project implementation, procurement, contract administration, or supervision activities.

Language Proficiency:
- Excellent command of English, both written and spoken, including the ability to draft and review legal and contractual documents;
- Professional working knowledge of Uzbek and Russian, both oral and written.

Knowledge and Skills:
- Strong knowledge of the legislative and regulatory framework of the Republic of Uzbekistan, including legal acts governing public procurement, construction, contract execution, and the implementation of investment projects under the guarantee of the Government of the Republic of Uzbekistan;
- Sound understanding of international law principles applicable to development financing, international contracts, and loan/financing agreements;
- Solid knowledge of rules, procedures, and regulatory frameworks governing the implementation of IFI-financed projects, including procurement, contract management, and compliance requirements, is highly desirable;
- Strong analytical, drafting, and advisory skills, with the ability to identify legal risks and propose practical mitigation measures.
