Обязанности:
  • A master`s degree in Management, Business Administration, Finance, Accounting, Engineering Management / Information Systems or a related field.
    • 7 + years in administrative/operations management, including a proven track record of success in managing complex enterprises and leading teams (finance, procurement, etc.).
    • Experience working in a university/school, or other educational institutions, is desirable.
    • Experience in launching greenfield projects would be an advantage.
    • Experience in building IT infrastructure from scratch, optimizing and automating operational processes incl. supply chain, would be an advantage.
    • Skills in financial analysis, budgeting, and understanding key performance metrics.
  • Excellent verbal and written communication skills.
  • The ability to diagnose problems quickly, manage stress, and make informed decisions under pressure.
    • Proficiency in English (C1+) is required, and fluency in Uzbek or Russian.
Требования:
  • Administrative Leadership: Oversees Budgeting and Accounting, Procurement, Campus and Facility Management, IT Services. Recruits, trains, and mentors a high-performing team; sets clear goals and performance expectations for team members, provides ongoing feedback and support.

    IT Management: Collaborates with academic departments and administrative units to identify and address technology needs and priorities. Oversees the planning, implementation, and maintenance of the university's IT infrastructure, including networks, systems, and applications. Ensures the security and integrity of data and information systems through the implementation of robust cybersecurity measures.

    Vendor Management: Manages relationships with external vendors, contractors, and service providers to support university operations. Negotiates contracts and service agreements to ensure favorable terms and cost-effective solutions. Monitors vendor performance and compliance with contractual obligations, service levels, and quality standards.

    Campus Management: Develops and executes long-term plans for the development and maintenance of university facilities and infrastructure. Ensures that campus facilities are safe, accessible, and conducive to teaching, learning, research, and administrative activities.

    Resource Management and Compliance: Manages budget and evaluates outsourcing opportunities to optimize operational efficiency and cost-effectiveness. Develops and implements administrative policies and procedures to mitigate legal risks and ensures adherence to ethical and professional standards.
