Estimator / Planning Engineer

Tasks/Activities/Responsibilities:

The responsibilities of Estimator / Planning Engineer during the entire contract period is not limited to.

  1. Preparation of Project Schedule (Tools used: Primavera, MS Project etc.,) covering entire scope and within defined timelines.
  2. Revision and verification of construction planning
  3. Revision and verification of construction management
  4. Revision and verification of subcontract plans, documents and schedules
  5. Revision and verification of temporary facilities development
  6. Revision and verification of rigging / lifting programs for heavy loads, including study of rigging / shifting
  7. Revision and monitoring of work performance schedule, preparation of analytical conclusions and recommendations
  8. Analysis and control of schedules for placing orders, manufacturing, deliveries, acceptance from suppliers and transfer of equipment and materials for installation
  9. Monitoring and accounting of availability and completeness at the Contractor’s site, updated project and detailed design documentation approved for work performance
    Co-ordinate with various departments like Engineering (who provides working drawings), Procurement (who buys materials), Contracts (who awards contracts & raise any issues with the client), quality (who maintains ) & Commissioning Departments
  10. Collect periodic updates and prepare daily, weekly and monthly updates of the project
  11. Create variance reports (Schedule Variance and Cost Variance - usually Earned Value Method (EMV) is used for this) at various stages of the project to analyze deviations
  12. Create Project Closing Reports and Learnings
  13. Review all Request for Payment related to capital expenditures and ensure completeness of all applicable documents/attachments such as but not limited to Time Sheet, Purchase Order, Invoices, Receipt copies for any expenses, etc. prior to invoice/payment processing.
  14. Gather and analyze financial data. Determine standard costs and investigate variances with actual costs
  15. Prepare detailed reports, both periodically and whenever anticipated by the project management.
  16. Provision of active support to the management for making important decisions based on costs and benefits (e.g. investments, market growth, pricing changes)
  17. Preparation of monthly and annual reports for the entire project whenever it is anticipated to do.
  18. Validate new vendors/contractors/sub-contractors for accreditation and maintain their databases
  19. Provision of technical Support for all project departments whenever it is needed.
  20. Perform other related duties as discussed with immediate supervisor to meet the ongoing needs of the organization
  21. Ensure adherence of project activities to company HSE policy & requirements. Responsible for complying with the requirements of the HSE management system
  22. Responsible for demonstrating appropriate participation and involvement for the development of policy, objectives, hazard identifications, risk analysis, determination of operational controls, any changes that effect HSE system and involvement for incidents investigation where required.

Candidate Profile:

Education:

  1. Higher Technical Education (University Degree in Engineering) in the field of activity or equivalent.

Qualification/Certification:

  1. Primavera, and MS Project training and Certification
  2. Availability of a certificate confirming completion of training in the formation of cost estimates in the ABC-4 software

Mandatory Experience:

  1. A minimum of 10 years’ experience in the discipline concerned.
  2. Work experience (at least 1 project) in a similar position from Customer side or PMC consultant in EPCC projects in an oil and gas industry (GPP, GCC, refinery, LNG, GTL, full scale field development, international pipeline systems or other project of similar scope and complexity)

Required Competencies:

  1. Customer oriented – Able to work with less supervision and under pressure.
  2. Have effective time management and organizational skills
  3. Familiarity with ISO 9001 Quality control system.
  4. Expert ability in report writing, business and technical correspondence and data analysis
  5. Proficiency in operating MS-Office tools and English language.

Language Proficiency:

1. English: Advanced communication skills in reading writing, and speaking is mandatory

2. Russian: Advanced communication skills in reading writing, and speaking is mandatory
