Job Purpose / Overview
The Health, Safety & Environment (HSE) Manager is responsible for developing and maintaining HSE systems, policies, and procedures to ensure compliance with organizational standards, community expectations, and applicable laws and regulations. The role advises and supports line management in achieving full compliance with these requirements.
The HSE Manager leads continuous improvement initiatives that promote prevention, proactive risk assessment, competency development, and employee involvement—core elements for fostering a zero-incident culture.
The role also prepares the organization for operational readiness by ensuring that safety systems, processes, and standards are established, implemented, and maintained.
Key Responsibilities
- Serve as a core member of the project team and provide expert HSE guidance throughout the project life cycle.
- Provide HSE input during the planning and design phases to support compliance with organizational standards, particularly those governing critical risks.
- Define HSE requirements for partner and vendor management, ensuring alignment with established safety expectations.
- Collaborate with HSE professionals from partner organizations to provide guidance, coaching, and support necessary to meet project safety requirements.
- Ensure incident management, reporting, and investigation processes are in place and executed in accordance with organizational standards.
- Coordinate planning for permits and regulatory obligations relevant to HSE throughout the project and operational phases.
- Develop the HSE management plan for the transition from project to operations, including integration into organizational processes, creation of safety and environmental management systems, and adherence to internal standards.
- Provide functional leadership, coaching, and development support to the local HSE team.
- Influence leaders and supervisors to promote strong HSE performance and compliance.
- Ensure project-related HSE meetings, reviews, and follow-up actions are conducted consistently.
- Establish and communicate the overall HSE vision for the organization and apply motivational strategies to support its adoption.
- Develop and maintain HSE procedures that meet regulatory and corporate requirements.
- Serve as the organization’s technical expert in HSE matters.
Job Specifications / Qualifications
- Deep understanding of relevant health, safety, and environmental regulations and guidelines.
- Strong knowledge of data analysis, risk assessment, reporting, and standards development.
- Effective conflict management and motivational skills.
- Outstanding attention to detail and strong observational abilities.
- Exceptional communication and interpersonal skills.
- Bachelor’s degree in safety management or a related field (preferred).
- Valid qualifications in occupational health and safety.
- Experience with safety management systems such as ISO 45001 and ISO 14001 (preferred).
- Strong command of English, both written and spoken.
