Tasks/Activities/Responsibilities:
Below listed are the major responsibilities of Lead Engineer: Static during the contract tenure:
- Control and ensuring that all required standards and specifications are developed and applied
- Overview and preparation of recommendations of local and international standards applicable to the Project
- Review of design concepts and, if necessary, presenting its comments to the design concept, timely submission of comments in case of any deviations from the requirements
- Monitoring and ensuring that design solutions meet the requirements for safety, operability, maintenance, accessibility and constructability
- Control and ensuring the preparation of appropriate volume of main documents of detailed design stage
- Review and verify of key engineering documents, such as a plot plan, piping and instrumentation diagrams, cause-effect matrixes, electrical single- line diagrams, control panel drawings, building layout drawings, specifications and requirements for equipment.
- Control and ensure that manuals and operating instructions, mechanical dossiers are suitable for subsequent start-up, operation and maintenance of units
- Participating on behalf of the Company in P&ID, HAZOP, SIL, Plot Plan review sessions, quantitative risk assessment and 3D model review meetings, maintainability and operability reviews organized by the EPC Contractor, and ensuring that these technical results will be prepared in accordance with the Project requirements and good engineering practices
- Review engineering deliverables and initiate appropriate corrective action.
- Review of Equipment engineering drawings.
- Review of Material changer proposals from EPC Contractor and vendors;
- Review of Heat calculations for heat exchangers
- Develops project objectives by reviewing project proposals and plans and conferring with management.
- Responsible for all aspects of static/package equipment selection, design, procurement, installation, commissioning, and start-up planning. Provide overall static and package equipment technical leadership and expertise.
- Ensures the Project's requirements, as detailed in the Technical Specifications, for all Static/package equipment are met. Coordinate with other disciplines of PMT for progressing the design, procurement, manufacture, erection, commissioning and start-up of static and package equipment activities to adhere to project schedule.
- Review Piping and Instrumentation Drawings (P&IDs) for safe and operable static equipment features. Review, comment and approve work performed by FEED/EPC Contractor and vendors to ensure the work is being executed in accordance with project specifications, company standards, and regulatory requirements. Includes review of thermal, mechanical design drawings, calculations, documents, and specifications.
- Identify deviations if any and manage them as per project procedures with appropriate approval.
- Directs and oversees the activities of inspection, monitoring and certifying the quality of all static and package equipment and project installations.
- Reviews inspection programs (if required by the project), inspections, Non-Destructive Tests (NDT) and general surveys on systems such as pressurized vessels, columns, reactors, fired heaters, vendor packages and structures to ensure adherence to project specifications, manufacturing tolerance and code compliance.
- Assist Engineering Manager in stewarding FEED/EPC Contractor's activities with respect to static and package equipment engineering execution.
- Ensure that the contractor staffs the project with adequate numbers of qualified personnel, contractor employs the appropriate design tools, including computer hardware and software, contractor adheres to all appropriate specifications and standards, contractor provides all contract documents, including those referred to in the job specification
- Delivering engineering solutions and recommendations to clients within a project environment
- Make frequent site visit, identify the construction process and provide technical input whenever it is anticipated.
Candidate Profile:
Education
- Higher Technical Education (University Degree in Engineering) in the field of activity or equivalent.
Mandatory Experience:
- A minimum of 10 years’ experience in the discipline concerned
- Work experience (at least 1 project) in a similar position from Customer side or PMC consultant in EPCC projects in an oil and gas industry (GPP, GCC, refinery, LNG, GTL, full scale field development, international pipeline systems or other project of similar scope and complexity)
- Possession of a qualification certificate or certification in accordance with API 580 Risk-Based Inspection and API 571 Corrosion and Materials. Authenticity and current status must be verified on the official website: https://inspectorsearch.api.org.
