Building Energy Efficiency Advisor

GIZ Office Kazakhstan would like to announce a new vacant position in the capacity of Building Energy Efficiency Advisor* in the project “Financing Energy for Low-Carbon Investments Cities, the Cities Advisory Facility Eastern Partnership and Central Asia Programme (FELICITY II)”.

The project addresses technical and financial barriers to low carbon infrastructure finance in Central Asia and Eastern Partnership Countries. FELICITY II focuses on two sectors in four countries: residential energy-efficiency (Kazakhstan, Uzbekistan, Ukraine) and water and wastewater (Ukraine, Georgia). FELICITY II follows a multi-level approach by addressing simultaneously institutional and financial barriers to low-carbon infrastructure development at the national and sub-national level with a view to leverage investments.

*The position title in the labor contract may differ from the job title announced.

Responsibilities

• Independently implementing specific work packages on organization, coordination, documentation and analysis of a political dialogue with stakeholders at all levels for mainstreaming the learnings from a recent pilot on energy efficient refurbishment of residential buildings in Kazakhstan;
• Enabling the discussions about institutional, financial and technical reform steps in Kazakhstan to promote energy efficiency in residential buildings sector;
• Coordination of the backstopping advisory support for mobilizing international financing for scaling energy efficient public buildings in Kazakhstan;
• Support the management in activities for acquisition of additional funding for technical assistance support for energy efficient buildings;
• Supporting the integration of gender responsive measures in the operational plan 2026;
• Ensuring good reporting and contribution to the monitoring and evaluation (M&E) system of the FELICITY II program in Kazakhstan;
• Monitor and evaluate the effectiveness of capacity-building initiatives and make necessary adjustments to improve outcomes;
• Increase public awareness and stakeholder engagement to drive demand for energy-efficient buildings;
• Knowledge exchange and dissemination of FELICITYII results in Kazakhstan and in other FELICITYII countries;
• Where appropriate and reasonable, the position holder performs other duties and tasks upon the request of management.

• University Degree in either Engineering or Social Sciences or Economics, Finance or Fi-nance or Natural Sciences
• At least 3 years of professional experience in organization and management of stakeholder cooperation and project implementation. Experience in the field of international cooperation is an asset
• Good understanding in the field of climate change and specifically the role of energy efficiency
• Skills and experience in effective knowledge management and communication of project results
• Excellent communication, negotiation, organizational and presentation skills
• Ability to work independently and as part of a multidisciplinary team
• Openness and ability to constantly learn new approaches for agile project result achievement
• Fluent language skills in English and Russian are required. Kazakh and German Language skills are an asset
• Good working knowledge of IT technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
