Duties:

The civil engineer shall perform the following job responsibilities:
Work on the Dunga Project in accordance with management instructionsUpdate individual objectives twice a year and ensure their review and alignment with the Reliability, Integrity and Maintenance Manager.
Comply with the Company’s Health, Safety and Environment (HSE) program
Ensure timely and proactive execution of tasks related to all relevant Synergi cases, internal and external inspection findings, and other health, safety, labor, and environmental matters within the Employee’s area of responsibility.
Lead and develop the Construction and Maintenance team to enhance their technical knowledge in safety and maintenance practices, drawing on best practices from international oil companies.
Be responsible for Construction and Maintenance personnel (including contractors) regarding compliance with all applicable safe work procedures, instructions, employer’s orders, regulatory acts, and the safe performance of all work activities at the production site.
Organize and secure adequate resources to execute tasks under the 28-day operational plan.
Plan, coordinate, and execute all construction and maintenance activities to achieve or exceed system readiness targets.
Provide the line manager with analysis of performance and results, and take accountability for the assigned scope of responsibilities.
Initiate and develop specific procedures for construction and maintenance activities, work instructions, work plans, inspection and testing schedules within the maintenance management system, and ensure compliance with them.
Ensure timely and proactive provision of information for turnaround planning within the Employee’s area of responsibility.
Ensure timely and proactive completion of tasks related to all relevant turnaround reports and corrective actions within the Employee’s area of responsibility.
Monitor the quality of construction and maintenance works performed by contractors.
Ensure that all general construction works comply with the Company’s HSE Policy, Management of Change (MoC) procedures, and the Permit-to-Work system.
Continuously strive to improve plant operability, availability, reliability, and efficiency (uptime).
Control costs and expenditures to ensure optimal use of Company resources for construction and maintenance activities; identify causes of variances between actual expenses and budget.
Ensure timely payment of invoices and accurate allocation of costs within the Employee’s area of responsibility.
Attend maintenance management meetings and support work order management and planning processes for the assigned construction and maintenance area.
Adhere to the “7-Step Work Order Management Process” (1. Work identification; 2. Priority setting; 3. Planning; 4. Scheduling; 5. Execution; 6. Closure and documentation; 7. Performance monitoring) to ensure reliable data for preventive maintenance and construction activities
Support implementation of Key Safety Elements (KSE) through construction and maintenance activities.
Provide support, when required, in preparing scopes of work for unplanned construction and maintenance activities.
Assist in troubleshooting, root cause analysis, investigations, and pre-incident reviews related to construction activities.
Participate, as required, in audits, inspections, and compliance reviews.
Attend and assist in supervision of major or critical repairs and contribute to turnaround planning within the area of responsibility.
Maintain a personal work activity log and ensure accurate reporting.
Prepare necessary technical justifications for reconstruction and modernization of construction facilities.
Promote information sharing and effective cooperation between the Production Department and the Maintenance Department.
Comply with and adhere to all employer acts, traffic regulations, and other requirements of the laws of the Republic of Kazakhstan (including labor legislation) and Company policies related to occupational safety, industrial safety, and environmental protection.
Notification in writing and orally to his/her immediate supervisor/director of a department/business unit and/or the management of the Company about a conflict of interest that has arisen or about its possible occurrence, from the moment such a fact is discovered or as soon as he/she becomes aware of it.
Ensuring the maintenance of incoming and outgoing correspondence, ensuring the timely delivery of documents and instructions from management to executors, taking measures for the safety and drawing up of documents, as well as monitoring the timely execution of documents and instructions from the management within the established deadlines, within the competence of the business unit.
Ensuring compliance with procurement rules and procedures within the competence of the business unit.
Inspection and control of contractor activities within the area of responsibility and competence. Verification and control of work completion certificates within the limits of own competence.

Requirements:

Higher professional (technical) education
Minimum 5 years’ experience in Civil Maintenance activities in Oil and Gas Industry
Company and International Oil and Gas Management standards and practices.
Qualitative and quantitative risk management techniques and tools.
MOC risk assessment and response.
Up-to-date trends and approaches of business analytics.
Security service’s instructions on visitor’s access to the office of the company;
Methodological materials related to the work to be performed.
Business communication ethics
Knowledge of the Company’s operating principles as outlined in the Company’s Code of Conduct.
