Job description
Purpose of the Position
- To ensure a transparent, justified, and controlled process of project cost formation, cost estimation, budget control, and variance analysis at all stages of design, construction, and project handover
Key Responsibilities
- Prepare preliminary and detailed cost estimates for construction, design, supply, and commissioning works
- Develop and maintain the project budget, analyze and monitor its execution at all stages of implementation
- Prepare and verify Bills of Quantities (BOQ) based on design documentation
- Analyze commercial proposals from contractors and suppliers, participate in bid evaluation during tenders
- Prepare comparative price tables (bid comparison sheets) and recommend award decisions
- Verify completed works certificates or equivalent UAE forms) and confirm actual quantities
- Participate in the approval of design changes and assess their cost impact (Change Orders, Variations)
- Monitor and report on budget deviations, analyze causes, and develop corrective measures
- Prepare regular reports for the Client’s management on costs, remaining quantities, and forecasts (Cost Reports, Cash Flow Forecasts)
Coordinate with subordinate engineers (if assigned), estimators, contracts department, design and construction teams: data verification, BOQ validation, ensuring unified calculation methodology
Skills
- Higher technical or economic education (civil engineering, construction economics, project management)
- At least 5 years of experience in a similar position, preferably in industrial or infrastructure projects
- Excellent knowledge of construction cost calculation methods, BOQ, norms, rates, and indexes
- Experience with contracts (including FIDIC), tender participation, and cost control
- Proficiency in Excel (including pivot tables), AutoCAD (for drawing reading)
- Fluent English (minimum Upper-Intermediate level)
