JOB PURPOSE:
To support the implementation, monitoring, and continuous improvement of Health, Safety, and Environmental (HSE) management systems on an ACWA Power project in Uzbekistan. The HSE Engineer ensures daily site activities comply with safety policies, legal requirements, and international best practices while promoting a culture of zero harm.
KEY ACCOUNTABILITIES:
Technical Guidance and Services
Develop, implement and review Health and Safety procedures within the safety management system
Monitor the implementation of the approved HSE Plan
Provide HSE Management Training
Workplace inspections
Implementation of Environmental, Health and Safety related activities and programs
Report Company’s HSE Performance
Conduct regular service and system audit
Prepare site Safe Operating Procedures (SOP’s)
Develop, implement and review Health and Safety procedures within the safety management system
Develop safety alerts and staff notice.
Facilitate Risk Assessments
Conduct incident investigations and compile investigation reports
Conduct safety inductions and health and safety training
Present health and safety meetings and communicate health and safety information.
REPORTING AND DOCUMENT FLOW
Reports to: HSE Manager / Site HSE Lead
Interfaces with:
Construction, QA/QC, Contractors, Engineering, Permitting, Environmental & Social (E&S) Teams
Document Flow:
Receives: HSE policies, risk assessments, MSDSs, permits, method statements, incident reports
Delivers: Daily inspection reports, incident/near-miss reports, toolbox talk records, safety checklists, non-compliance reports
GENERAL JOB DUTIES
HSE Compliance Monitoring
Conduct routine inspections of construction activities (excavation, lifting, electrical, confined space, etc.).
Verify use of PPE, implementation of work permits, and compliance with site safety protocols.
Ensure fire safety, working-at-height, and heavy equipment operations meet regulations and project standards.
Support implementation of the waste management plan, spill prevention, and environmental protection controls.
Incident & Risk Management
Participate in incident and near-miss investigations; document findings and assist in root cause analysis.
Track corrective and preventive actions and verify their closeout.
Maintain incident logs, risk registers, and observation tracking systems.
Training & Awareness
Deliver site inductions and daily toolbox talks to workforce and visitors.
Organize targeted HSE awareness sessions and drills (e.g., fire, evacuation, first aid).
Coordinate with subcontractors on weekly HSE topics and joint safety campaigns.
Documentation & Reporting
Maintain HSE documentation including safety checklists, permit records, inspection logs, and MSDSs.
Submit daily, weekly, and monthly HSE reports to the HSE Manager.
Assist in preparing audit responses, compliance reviews, and regulatory submissions.
Upload observations in SL and make sure itemes are closed.
Contractor Interface & Support
Monitor contractor performance and compliance with contractual HSE obligations.
Support contractors in hazard identification and safe work planning.
Conduct joint safety inspections and feedback sessions with subcontractor HSE staff.
PROFESSIONAL DEVELOPMENT

OCCUPATIONAL HEALTH AND SAFETY (OHS). FIRE SAFETY (FS).
Fulfills and comply with the requirements of HSE legislation, internal local acts (Policies, regulations, procedures, instructions, etc.) on HSE and FS of the Company.
Identifies HSE and FS hazards and reduce/eliminate them to an acceptable risk level.
Reports, investigates and promptly corrects hazardous HSE and FS related activities and conditions.
Maintains HSE and FS goals and objectives for continuous improvement of the HSE Management System.
Evaluates the effectiveness of the HSE Management System.
Manages the setting of HSE goals and objectives aimed at continuous improvement of the HSE Management System.
RIGHTS:
To request and receive necessary materials and documents related to the issues of its activity.
Interact with other services of the enterprise on production and other issues included in his functional duties.
To offer for consideration of the head proposals for improvement of work related to the duties provided for in this job description
To report to the manager about all identified violations and shortcomings in connection with the work performed.
To familiarize himself with the documents defining his rights and responsibilities for his position;
To refuse to fulfill orders, instructions, assignments and tasks contradicting the legislation of RUz, having justified his refusal to the Head of the Department in writing;
To exercise other rights stipulated by the legislation of RUz, Rules and Policy of the Company, labor and collective agreements, acts of the employer.
REQUIRED WORK EXPERIENCE AND EDUCATION:
Minimum Qualifications:
Bachelor’s degree in Occupational Health & Safety, Environmental Engineering, or related field
NEBOSH IGC, IOSH, or equivalent certification is preferred
Minimum Experience:
3–5 years of HSE experience in industrial, infrastructure, or energy projects
Prior work in site-based construction environments
REQUIRED SKILLS AND KNOWLEDGE:
Strong understanding of HSE standards (OSHA, ISO 45001, ISO 14001)
Familiarity with permit-to-work systems, risk assessments, and incident reporting
Excellent observation, communication, and report-writing skills
Proficient in Microsoft Office and HSE management systems
Fluent in Uzbek and English (Russian is a plus)
Ability to work in remote site conditions and under pressure
