EpiC Project Description:

The Meeting Targets and Maintaining Epidemic Control (EpiC) project (2019–2027), a global project funded by the U.S. Government, provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among at-risk and vulnerable populations and strengthen global health security (GHS), including COVID-19 response. Led by FHI 360 with core partners Population Services International (PSI), Palladium, and Right to Care, EpiC delivers excellence in both HIV and GHS by bolstering health systems — especially at the primary health care level — that serve as the frontline of routine health care service delivery, and as the first point of contact for prevention, detection, and response activities.

EpiC Kazakhstan is expanding its technical scope to include GHS, recognizing its critical role in strengthening capacities to prevent, detect, and respond to infectious diseases threats. In line with this, we are seeking qualified candidates for the position of consultant to provide technical leadership for the development of one-year workplan in consultation with the Government of Kazakhstan, key stakeholders, and FHI 360’s HQ staff in alignment with national and USG priorities.

Scope of work

The Consultant will be responsible for leading the development of a comprehensive, evidence-based workplan for GHS activities under the EpiC project in Kazakhstan. This includes situational analysis, stakeholder engagement, national and sub-national consultations and ensuring alignment with donor and national strategies. The Consultant will work closely with the Ministry of Health of the Republic of Kazakhstan, the Department of States, national partners, and the EpiC project team to ensure feasibility and relevance of the proposed activities.

Key responsibilities

  • Review relevant national policies, guidelines, data and other relevant documents to identify existing gaps and priorities in relation to GHS capacities and systems.
  • Review of the latest GHS programs of different donors implemented in Kazakhstan to identify key focuses, priorities and gaps.
  • Lead and conduct consultations jointly with EpiC team with key stakeholders, including MOH and other governmental structures representatives, donors and implementing partners with the aim to identify key priorities and needs to strengthen GHS capacities.
  • Facilitate a co-design session with the stakeholders to identify priority areas and activities for EpiC to address the remaining goals, avoid duplication, and leverage existing in-country resources.
  • Develop draft of a results-driven, time-bound workplan aligned with EpiC’s goals, donor expectations and national priorities, that includes detailed activities, Gantt chart, provide inputs for budget and human resources to successfully implement the project.
  • Work closely with the Strategic Information team to develop or adapt a set of core and supplementary indicators to measure progress.
  • Incorporate all the relevant feedback and support finalization of the workplan.

Required Qualifications, skills and attributes:

  • Bachelor’s or Master’s degree in public health.
  • Minimum 7 years of experience in public health including experience in GHS key domains of prevent, detect and respond.
  • Demonstrated knowledge of Kazakhstan current global health security capabilities and strong understanding of the country health system.
  • Demonstrated ability to develop strategic and operational plans.
  • Proficiency in English and Russian is required. Fluency in Kazakh will be a preference.
  • Excellent written communication and facilitation skills.
  • Openness and flexibility.

Candidate Residency:

The position is open to local candidates.

Contract mechanism:

Service Agreement with a fixed price will be concluded with the candidate whose proposal most closely matches the requirements described in this request. The estimated duration of work is 30 (thirty) days.

Reports to:
Project Director, EpiC Kazakhstan.

Location of Work:
This work will take place in Astana or Almaty, Kazakhstan (negotiable with a selected candidate).

Travel
Traveling within Kazakhstan and online communication with the EpiC HQ-based staff is required.

Target Start Date:

  • October 28, 2025.

Terms of payment:

Payments shall be made based on performance, according to the working schedule. FHI 360 reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines.

Required Documentation: Applications must include the following components:

  1. CV/Resume.
  2. Cover Letter outlining GROSS Daily Rate in KZT or USD.

Evaluation Criteria: The proposals will be evaluated against the following criteria:

  1. Education (10%).
  2. Relevant experience in public health and GHS in Kazakhstan (50%).
  3. Demonstrated experience in developing donor funded workplans (30%).
  4. Proposed rate (10%).

  1. Responses must be received no later than October 17, 2025, at 5:00 PM Almaty time. Proposals received after this date and time may not be accepted and shall be considered non-responsive.
