Role description:
We are seeking an experienced Site Technology Operations Lead to drive the growth and operational excellence of our newly established technology hub in Tashkent, with plans to expand across Uzbekistan in the coming years. This pivotal role combines strategic leadership, operational oversight, and technical acumen to build and scale our presence in the region.
As the Local Technology Operations Leader, you will take end-to-end ownership of establishing and expanding our local operations. You will oversee the daily functioning and continuous scaling of the site, ensuring operational readiness, compliance, and alignment with company standards. You will actively contribute to the company’s growth agenda by shaping local organizational structures and delivery capabilities, directly supporting EBITA and revenue objectives.
A key part of your role will be to represent the company in front of local institutions, partners, and at industry events — building a strong brand presence and positioning our hub as a trusted technology partner within the local ecosystem.
You will also be responsible for developing and managing commercial relationships with local service providers, office suppliers, technology partners, and representatives from IT Park Uzbekistan, ensuring sustainable and cost-effective operations. In close collaboration with delivery leadership, you will help design and enable customized delivery strategies for local client projects, ensuring alignment with our global delivery standards and practices.
Also, you will work alongside dedicated functions to ensure that all recruitment & people processes (e.g. onboarding, career development) are followed to the benefit of our employees.
An equally important part of your mandate will be to act as a local community leader: organizing local events, driving engagement through high eNPS, cascading company culture principles from our headquarters into the local context, embedding those principles in the local ecosystem, and contributing to talent retention and reduced attrition.
You will act as a connector between local and global distributed teams, ensuring smooth cross-boundary collaboration, knowledge sharing, and cultural integration. Additionally, you will oversee operational and financial governance by managing local budgets, cost structures, and performance KPIs, reporting directly to senior leadership.

Skills:
Must have:
  • 7+ years of experience in the IT industry, with at least 3+ years in a leadership role managing cross-functional or engineering teams
  • Proven experience in setting up or scaling new technology hubs/offices, including operational, legal, and logistical aspects
  • Solid understanding of software delivery processes, including agile practices, engineering lifecycles, and delivery quality metrics
  • Strong operational management background, including budget oversight, vendor and facilities management, and contract negotiations
  • Experience in building and maintaining local commercial partnerships (e.g. office providers, technology vendors, or government/IT Park Uzbekistan representatives)
  • Demonstrated ability to recruit, grow, and retain technical talent in competitive markets
  • Strong stakeholder management and communication skills, able to influence both executive-level business leadersand technical teams
  • Ability to align local delivery strategies with company-level growth objectives (EBITA, revenue, and headcount growth)
  • Hands-on technical background (engineering, DevOps, or data-related) to ensure credibility when supporting delivery discussions
  • Experience working with different cultures and managing distributed teams worldwide
  • Fluency in English (written and spoken); fluency in Russian or Uzbek is a strong advantage
  • Willingness to travel regionally as the hub scales across Uzbekistan
Nice to have:
  • Experience in leading large-scale transformation or delivery programs across multiple geographies
  • Previous experience collaborating with government or investment bodies to secure operational or fiscal incentives for new hubs
  • Familiarity with financial governance, EBITA modeling, and operational cost optimization in a technology delivery context
  • Exposure to employer branding and community-building strategies to drive eNPS and talent retention
  • Certifications in leadership, program management (e.g. Project Management Institute, Scrum Alliance), or cloud platforms (Microsoft Azure, Amazon Web Services, Google Cloud)
  • Prior experience in a startup or scale-up environment, ideally during rapid growth phases
