Job Summary:
We are looking for a knowledgeable and experienced Industrial Relations Manager (Employee Relations) to lead and manage all aspects of employee relations and disciplinary processes. This role plays a key part in promoting a healthy, fair, and compliant work environment, supporting both leadership and employees in building a strong workplace culture and understanding of corporate policies and labor rights.
KEY RESPONSIBILITIES:
Disciplinary and Employee Relations Case Management
Employee Relations & Workplace Culture
- Promote and support a positive employee relations climate by fostering trust, transparency, and effective communication between employees and management.
- Help regulate internal employee interactions and relations in line with corporate values and ethical standards.
- Spread awareness of corporate policies and ensure their consistent understanding and application across all levels.
- Support the development of workplace culture that encourages respect, collaboration, and shared responsibility.
- Provide employees and managers with consultations and guidance on labor rights, workplace conduct, and company procedures.
Disciplinary and Grievance Case Management
- Lead the end-to-end disciplinary process, including investigations, hearings, documentation, and final recommendations.
- Handle employee complaints and grievance cases with fairness and confidentiality.
- Ensure all processes are conducted in accordance with the Labor Code of the Republic of Kazakhstan and internal company procedures.
- Prepare formal documentation: notifications, hearing minutes, decision letters, and internal reports.
Compliance and Risk Management
- Ensure compliance with all relevant labor laws, internal regulations, and ethical practices.
- Monitor changes in labor legislation and provide recommendations for necessary updates in internal policies.
- Act as a liaison for labor inspections, legal audits, and internal investigations.
- Mitigate employee relations risks by identifying early signs of conflict or dissatisfaction and taking preventive action.
Stakeholder Support and Training
- Partner with HR colleagues, line managers, and legal advisors to ensure consistent and legally sound handling of employee issues.
- Organize or support training sessions on topics such as labor law, corporate ethics, and conflict resolution.
- Engage in meetings with employee representatives or unions, if applicable.
Reporting and Recordkeeping
- Maintain accurate, confidential records of disciplinary and grievance cases.
- Provide regular reports and analytics on employee relations trends, outcomes, and recommendations.
- Use data to proactively identify risk areas and support policy development or corrective actions.
QUALIFICATIONS & REQUIREMENTS:
Education & Experience
- Bachelor’s degree or higher in Law, Human Resources, Business Administration, or a related field.
- Minimum 5 years of HR experience, with a strong focus on employee or industrial relations.
- In-depth knowledge of Kazakhstan labor legislation and HR compliance requirements.
Skills & Competencies
- Excellent knowledge of labor law, conflict resolution, and internal procedures.
- Excellent command of Kazakh, Russian and English (Upper-Intermediate and higher)
- High level of integrity, confidentiality, and professional ethics.
- Strong communication, negotiation, and advisory skills.
- Ability to build trust and resolve conflicts with fairness and neutrality.
- Organized, detail-oriented, and capable of managing complex or sensitive cases.
- Skilled in report writing and working with HR data systems.
Preferred Qualifications:
- Experience in a large organization or unionized environment.
- Formal training or certification in labor law, mediation, or conflict resolution.
- Involvement in corporate policy communication or culture-building projects.
